Former Speaker of Parliament and former Foreign Minister, Elisa Spiropali, also a Socialist Party MP, has denounced what she calls the transformation of the government into a structure that functions with occult appointments and whose institutions and heads do not implement laws, but political orders.
In a strong reaction on socialist networks, Elisa Spiropali says that she has decided to speak out and will not remain silent, as she is not afraid of attacks. She speaks in critical tones about the way some institutions function as extensions of the political will of some individuals, while she states that business faces attacks from a heartless machine.
"The time comes when at some point, institutions begin to function as extensions of the will of a few people. Some ministries and state agencies no longer react to law and duty, but to order. They do not respond to procedure, but to the clan. And at this point, every business, every media, every individual understands that they are no longer facing a state, but facing a heartless machine that can be used against them. If these mechanisms are used even against those who have public protection, with high state duties, what happens to those who have no voice?
When state structures appointed, promoted, and controlled by the same hand, now informal, preceded by portals paid for with dark money, begin to brutally attack even family members, in their work, then it is clearly understood that the limits have been crossed, and that it is no longer about politics.
I have nothing to hide. Precisely for this reason, these attacks do not scare me. On the contrary, they make me even clearer about what needs to be said and done. I have rejected this model and I reject it. This is the model that should not be part of the Socialist Party: The rejection of the reality where public institutions with a personal face are used as machetes to intimidate, and where maintaining influence does not require performance, but control!
"Where the honest part of the administration is forced to implement even illegal orders for the interests and pressures of violent and powerful superiors. And in parallel with this, another internal deformation has been built. A living party is being replaced by a fossil structure where everything is filtered through occult appointments," emphasizes the SP MP.

Po më këshillojnë të hesht. Me të njëjtën mënyrë që përdoret në këto raste: rri rehat, mos bëj zë, do të të vërsulen, nuk ia del dot. E kuptoj këtë “këshillë”. Është praktike. Madje edhe e mençur në një kuptim të ngushtë, mediokër, meskin. Por është pikërisht kjo lloj “mençurie” që ka ndërtuar klimën ku ndodhemi sot. Problemi nuk është një individ, një konflikt, një mosvotim në Kuvend, apo një keqkuptim brenda pushtetit. Problemi është një model që është instaluar gradualisht dhe që sot funksionon pothuajse pa pengesa. Një model ku institucionet nuk janë më hapësira vendimmarrjeje, por instrumente presioni. Ku vendimet nuk merren bashkarisht, por veç. Ku ligji interpretohet sipas nevojës së momentit, dhe jo sipas parimit vizionar.
E kam parë nga afër këtë transformim. Nuk është diçka që ndodh me një vendim të vetëm. Ndodh me tolerime të vogla, me heshtje të arsyetuara, me ndërhyrje që fillimisht duken të padëmshme dhe më pas kthehen në të rëndësishme, deri vendimtare.
Vjen koha kur në një moment, institucionet fillojnë të funksionojnë si zgjatime të vullnetit të pak njerëzve. Disa ministri dhe agjensi shtetërore nuk reagojnë më ndaj ligjit dhe detyrës, por ndaj urdhrit. Nuk i përgjigjen procedurës, por klanit. Dhe në këtë pikë, çdo biznes, çdo media, çdo individ e kupton se nuk është më përballë një shteti, por përballë një makinerie të pashpirt që mund të përdoret kundër tij.
Nëse këto mekanizma përdoren edhe ndaj atyre që kanë mbrojtje publike, me detyra të larta shtetërore, çfarë ndodh me ata që nuk kanë asnjë zë?
Kur struktura shtetërore të emëruara, të promovuara dhe të kontrolluara nga e njëjta dorë, tashmë jo formale, të paraprira nga portale të paguara me para të errëta, fillojnë të sulmojnë në mënyrë brutale deri edhe familjarë, në punë të tyre, atëherë kuptohet qartë se kufijtë janë tejkaluar, dhe se nuk bëhet më fjalë për politikë.
Nuk kam asgjë për të fshehur. Pikërisht për këtë arsye, këto sulme nuk më trembin. Përkundrazi, më bëjnë edhe më të qartë për atë që duhet thënë e duhet bërë.
Këtë model kam refuzuar dhe refuzoj. Ky është modeli që nuk duhet të jetë pjesë e Partisë Socialiste: Refuzimi i realitetit ku institucione publike me fytyrë personale përdoren si hanxharë për të frikësuar, dhe ku mbajtja e ndikimit nuk kërkon performancë, por kontroll. Dhe paralelisht me këtë, është ndërtuar një tjetër deformim i brendshëm. Një parti e gjallë, po zëvendësohet nga një strukturë fosile ku gjithçka filtrohet përmes emërimeve okulte.
“Drejtorokracia” është kthyer në mënyrë funksionimi. Ka zëvendësuar politikën me administrim besnikërie. Kjo nuk është ajo për të cilën është ndërtuar Partia Socialiste. Nuk është as modeli që i ka dhënë legjitimitet pushtetit të saj ndër vite.
For this reason, this cannot be treated as a personal issue. It is not a clash with someone. It is a disagreement with a way of functioning that is becoming the norm. I am not afraid of attacks. I have lived and live among the immortal Lasgushian lines; “The scolding of the soul is the one who does not bite me.” Not because I am invulnerable, but because if I had been afraid, I would have chosen silence much earlier. Silence is always the easiest option in these situations. The problem is that this model does not only produce injustice. It produces alienation.
It distances people from politics, from faith, from themselves, from their country. It makes life difficult, not because of a lack of opportunities, but because of the control over them.
And if this continues, we will no longer have a political debate about how the country is governed, but a gross, ugly and deforming lack of institutional accountability. For me, this is not a purely personal issue. It is an obligation to say that we need to do many things better. Not me, but Time demands it.
The important division that must be made clear is not between people. It is between functioning state sectors, and abusive personal structures. The Socialist Party has had and has the energy necessary for improvements and transformation for the benefit of Albania and Albanians.
