Kate Crawford, in her book Atlas of AI, argues that artificial intelligence is neither “intelligent” in the human sense, nor truly “artificial.” It is a very material industry, based on mining, energy, invisible human labor, and, above all, on power relations. AI is not neutral; it reflects the biases, interests, and structures of those who own it. Algorithms hallucinate, err, reproduce inequalities, but these are not technical defects, they are political symptoms.
In this sense, “Diella”, Edi Rama’s virtual Minister of Artificial Intelligence, is the perfect example of what Crawford describes as a technological facade, disconnected from the reality of the institutions behind her. She was presented with global “hype” with commissioned writings, as the first AI minister, as a symbol of digital Albania, as proof that the Rama government is in the “fourth wave” of technology. International media wrote about her, the government sold her as a revolution in communication with citizens. But in the meantime, the system that feeds Diella is rotting from within.
AKSHI, the institution that administers e-Albania, the digital infrastructure and some of the projects that “feed” Diella, is under investigation by SPAK. Its director is under arrest as part of a structured criminal group, while the files speak of seized tenders, fictitious companies, links to organized crime, and even the hostage-taking of businessmen to force the withdrawal of complaints against abusive procedures. According to investigations, tens of millions of euros in tenders have been manipulated, project values have been doubled with brutal cynicism "make it 2 million, we'll make it 4", while money has disappeared through shell companies and ridiculous invoices for chocolates and cookies. This is not just theft, but proof that the digital state has been treated as an ATM for crime and political clientele.
In Kate Crawford's terms, the Sun cannot be purer than the infrastructure and power that feeds it. If the AKSHI is captured, tenders are manipulated, organized crime takes economic actors hostage and government policies support this model, then the artificial intelligence controlled by this government is just a digital puppet that covers with an "intelligent" avatar a very human corruption mechanism.
Therefore, the Sun is the most accurate metaphor for the Rama government, it is not a step into the future, it is a mirror of a rotten present. And as long as the government is immersed in a culture of lawlessness, the Sun can only be neither intelligent nor artificial, but corrupt like the entire Rama government.
