Representatives of the majority and the opposition joined this Tuesday in Vlora for a hearing with the citizens, on the Territorial and Administrative Reform. The two chairmen of the Commission for Administrative Reform, Arbian Mazniku and Luciano Boçi, stated that the new reform should not be limited only to the territorial aspect, but also to the fact of whether and how the municipalities will function after the reform.
"Honorable mayors and deputies, it is a pleasure that we are today in the fourth hearing on one of the most important reforms, the administrative and territorial one. When an average Albanian thinks about the interaction with the state, he thinks about the interaction he has with the municipality. Therefore, when we tell people how the state functions, they think about the municipality that is close to him. Therefore, functioning properly is one of those reforms that affects the life of every person every day. Therefore, it is normal to be sensitive to such a reform. We are facing a reform that is being carried out after 10 years, which is among the most successful that have been carried out in recent years, after going from 373 municipalities and communes that were unable to provide daily services, to 61 municipalities that are many times more capable of providing the services that we need to provide. It is a moment that we can see how we can make municipalities more efficient and effective. How can they generate more income? Territory should not be the only determining factor, since we have often moved functions to places where "They can't exercise ," said Arbian Mazniku.
Boçi further added that the new reform should be compared with that of 2014 and the mistakes it brought should be improved.
"I want to start from a truth that is not only national, but also international, and the fact that we are conducting hearings is a good thing, but it should not remain in the glory of a process. I continue to emphasize that the commission must have a consensual conclusion between the majority and the opposition. If this does not happen, then what we are doing now would not be worth it at all. We must be very precise. Why have we come after 10 years? We must compare it with the last reform and make improvements on them ," said Luciano Boçi.
