Rama defends the resort in Zvërnec, amid protests and SPAK investigation

The Prime Minister of Albania, Edi Rama, defended the project to build a resort in Zvërnec, near Vlora, after protests against works in the Pishe Poro-Nartë protected area, where a protester with Albanian and Greek citizenship was injured, a case that also prompted a reaction from Athens.
Meanwhile, the Special Structure against Corruption and Organized Crime, SPAK, confirmed that it has launched an investigation regarding Zvërnec, but did not provide details on what exactly is being investigated.
Asked by the media if there is an investigation and what it involves, SPAK's media officer, Ada Heqimi, said: "In response to your question, the matter is under investigation and we have no other information to share."
Residents of Zvërnec have been protesting since Saturday against construction works for the resort in the Pishë Poro-Nartë protected area, in southwestern Albania, amid concerns about the environmental impact and disputes over land ownership.
Meanwhile, the protest also spread to the capital Tirana, where on Monday dozens of citizens and members of civil society protested near the Government building, demanding the resignation of Prime Minister Rama.
While Rama, who was in Berat for a party meeting, described the protest as meaningless, the organizers warned that it will continue tomorrow.
The area where the works have begun is part of a protected landscape of national and international importance. It is considered one of the most important habitats in Albania for waterfowl and migratory birds, including flamingos.
The works are related to plans previously announced by Jared Kushner, son-in-law of US President Donald Trump. In March 2024, Kushner stated that he intends to build hotels and hundreds of villas in the Zvërnec area.
Radio Free Europe has reached out to Kushner's company for comment regarding recent developments in Albania.
Rama said that the project in Zvërnec, worth 4 billion euros, is one of the investments that aims to place Albania on the "list of champions" of tourism, which is why, according to him, the project has become the object of attacks.
He said that investor interest in the project began in 2023.
"There was an interest together with Sazani. Our position was that Sazani is public land and we are ready to work with you, but that land is not for sale, the Albanian state will be a party, a partner. For the Zvërnec project, we have made it clear that they must resolve it with the owners. This is the beginning," Rama said during the meeting of the Socialist Party Parliamentary Group, which he leads.
He added that everyone knows who the stakeholders are for this project.
“Bota e mbarë flet për këtë projekt për shkak të njeriut që e ka promovuar atë, Jared Kushner, por bota ka hesape për të larë dhe luftërat e veta për të bërë, ndaj edhe projekti ka pasur interesimin e mediave amerikane dhe evropiane, por me agjendë, jo për të informuar për zhvillimin e Shqipërisë por për të gjetur ‘gjilpëra në kashtë’. Ndaj investitorët kanë angazhuar ekselencën botërore, në arkitekturë, inxhinieri, mjedis, aspektin juridik, etj", tha Rama.
Sipas tij, Qeveria shqiptare ka mbrojtur interesin e vendit, duke theksuar se një projekt i vjetër është refuzuar nga autoritetet sepse "kërkuam standarde të larta".
Rama i cilësoi si politike sulmet ndaj projektit. Ai tha se ka duruar çdo sulm për shkak të vizionit që ka për Shqipërinë dhe se, pa këtë vizion, nuk do t’i nevojitej “karrigia e pushtetit”.
Sipas tij, reagimet e shumta të qytetarëve për projektin vijnë si pasojë e “manipulimeve dhe të pavërtetave” rreth investimit.
Rama tha se investitorët kanë angazhuar pesë studio arkitekturore të njohura në botë, si edhe ekspertë të mjedisit.
“Keni parë që kanë ardhur investitorët dhe ajo zonja....[Ivanka Trump] nuk ka ardhur për pushime, por kanë bërë gjysmë dite dëgjesë me profesorë të historisë, gjeodezisë, këtu në Shqipëri të cilët kanë folur për të gjitha aspektet, dhe aty një grup i madh njerëzish ka dëgjuar në mbajtur shënime”, tha Rama, duke iu referuar vajzës së presidentit amerikan, Donald Trump, e cila qëndroi në Shqipëri në janar të këtij viti.
Sipas Ramës, në mars të këtij viti është paraqitur “një projekt tjetër, i rikonceptuar, me një qasje tjetër projektuese dhe zhvillimore, duke shtuar se Këshilli Kombëtar i Territorit, që drejtohet nga kryeministri shqiptar “nuk e ka miratuar ashtu siç e kanë paraqitur, por ka vendosur kushte”.
“Projekti do të zhvillohet vetëm në pronë private të regjistruar në tokë-shtet, laguna nuk preket, dhe zhvillimi nuk mund të përfshijë marinë, pasi ashtu ishte në dy versionet e paraqitura dhe hoqëm. Për marinën është kërkuar të bëhet më pas një projekt në konsultim me ekspertë, dhe pasi të jetë parë projekti në tërësi. Investitorët amerikanë më thanë se gjithçka do ta bëjnë sipas ligjit”, u shpreh Rama.
Ai tha se do të ketë një brez mbrojtës për të ruajtur peizazhin natyrore, cilësinë e habitatit dhe të ruajë proceset ekologjike të zonës.
Reagimi i Greqisë
Pas protestës të 30 majit në Zvërnec, Greqia kërkoi sqarime nga Shqipëria, pasi një protestues me shtetësi shqiptare dhe greke mbeti i lënduar.
“Ministria e Punëve të Jashtme shpreh shqetësimin e saj të fortë për incidentet në Zvërnec të Shqipërisë, gjatë protestës së banorëve për të drejtat e tyre pronësore, mes të cilëve ishte edhe një shtetas grek që u plagos”, u tha në njoftimin e Ministrisë së Jashtme greke.
Sipas kësaj ministrie, Ambasada greke në Tiranë po bën “ndërhyrjet e nevojshme pranë palës shqiptare”, duke kërkuar zbardhjen e plotë të incidentit dhe “përcaktimin e përgjegjësive”.
In response, Greece stressed the need to respect and protect the rights and property of members of the Greek national minority, as well as the importance of effective protection of environmentally protected areas, in the context of the approximation of legislation with the European Union.
Rama responded to Athens' claims, emphasizing that the act of violence was by a group of private guards, not by the state, as he said has happened to Albanians in Greece.
The behavior of the security company, but also of the Vlora Police, “was disgusting,” Rama said. However, he praised the actions taken by the Albanian authorities after the incident.
In its response, the Ministry for Europe and Foreign Affairs of Albania said it regrets the situation in Zvërnec and added that the authorities of the two countries are in constant contact at various levels.
A video was published on social media, showing an employee of a private security company hitting a protester, while two others dragged him for several meters.
Vlora police said that the protester had forced his way into the area where the works were being carried out, but images on social media showed otherwise. The Director General of the State Police, Skënder Hita, ordered the suspension of the Vlora police director and the initiation of a disciplinary investigation into other police leaders in this district.
The Albanian Foreign Ministry said that the security company employee who used violence against a protester with Albanian and Greek citizenship has been arrested, while two other employees have been criminally prosecuted.
The protest in Zvërnec has sparked a backlash from civil society and environmental activists. They say the works are being carried out against the public interest and are damaging a protected area. On Sunday afternoon, a protest was held in front of the general police headquarters.
Then the citizens marched towards the Ministry of Interior and the Prime Minister's Office. The citizens demanded answers from the institutions for the actions of the state police and security company employees. They called for a ban on construction in protected areas./ REL
