15 thousand euros bribe for social housing in Durrës

They promised to provide social housing in return for payment of monetary amounts ranging from 5,000 to 15,000 euros.

The investigation began over two years ago after an investigation by the show Fiks Fare, which revealed a network of individuals who demanded large sums of money to secure social housing, without following legal criteria. At the center of the scheme was a person who introduced himself as the “head of the Water Supply Task Force”, who promised to obtain the apartment in return for payment, including tampering with official documentation.

People who were interested in social housing, in addition to the advance payment and 'coffee', would submit to the defendants the documentation for the standard procedures for obtaining social housing. Then, the interested people would be sent a confirmation SMS by the Municipality of Durrës, a period when, according to them, the winners would be announced. Entry into the apartment would take place after a few months.

Fiksi's collaborators have two meetings with a VK person who introduces himself as the head of the UK Task Force, where he states that he has connections to benefit from social housing for 15 thousand euros. In the conversation, he reveals that his brother has benefited in this way, so he guarantees to meet the right person.

Even in the second meeting, he reassures Fiksi's associates that there is no problem with where they have the passports, they have enough money and everything is sealed. The next meeting is with GG who shows that the scheme works very well and that he has personally done it for several other people.

"You don't have to worry about anything, brother. I got it, my cousin, I got it for my sister. I have the old ones, I divided the two old ones and put them in and they got 2 plus 1. Now the letters are being dosed, as V said. After a month, you will receive a message from you or in whose name it will be put that you are the beneficiary. Either they will call you or you will receive a message that you are the beneficiary of this. Once you are the beneficiary, it means that you will also be notified about the other letters and that you will submit some other documents later.

"You will submit that you do not have a business, you do not have taxes on taxes and these... In October, or in the middle of October you will enter. At the moment I pay somewhere around 73-74 thousand (old lek) per month. The house is also paid according to the square meters. Then for 3-4 years you pay it completely and it is transferred to your name ," explains the second person, emphasizing that all this is done only after a payment of 15 thousand euros.

Following the investigation by Fiksi, the Special Prosecution Office (SPAK) launched investigations on December 31, 2024 and brought the case to court. The 8 defendants were charged with “Exercising illegal influence over persons exercising public functions,” under Article 245/1 of the Criminal Code.

Meanwhile, yesterday the Special Court for Corruption and Organized Crime announced the verdict for 8 defendants, declaring them guilty of the fraud scheme. Where, in collaboration with each other under the guise of administration employees, they promised citizens social housing in exchange for money.

 In the decision of the GJKOO, the defendants were sentenced to:

-G. S was found guilty of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions" and sentenced to 2 years and 4 months in prison.

-V. K was found guilty of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions" and was ultimately sentenced to 1 year and 4 months in prison.

-VM was found guilty of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", and was ultimately sentenced to 2 years in prison.

-B. L was found guilty of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", committed in collaboration in two cases, for which she was sentenced to a single sentence of 3 years in prison.

-E.Ç was found guilty of committing the criminal offense of "Exercising unlawful influence over persons exercising public functions", committed in collaboration on two occasions. She was ultimately sentenced to 1 year and 10 months in prison.

The court imposed prison sentences for most of the defendants, while 3 of them were sentenced to probation.

This case is considered a success of cooperation between investigative journalism and justice institutions, in the fight against corruption in social sectors./ TCH
