"AKSHI is one of the biggest black holes the country has ever had, just like KESH used to be, a great opportunity to steal, because it is the very nature of the job that you can steal as much as you want and you never know how much you will steal."

What happened here is similar, to some extent, to the 5D scandal in the municipality, where 2-3 people concentrated all of AKSHI's activity in 2-3 pockets.

"This is a kind of monopolization of the entire scheme, so a monopoly has been created here and you cannot do business here or get a job from the state or be part of the development of projects that this country has to develop, if you are not part of this close network of people," said Mërtiri.
