The 40 million euro deal with Redi Peza, how the cocaine group entered the "Porto Lalzi" complex in Hamallaj

“Our values are quality, ethics and integrity.” This slogan stands at the top of the website of the company “Aliu Road House-AHR”, a construction company suspected by the Special Prosecution of having laundered millions of euros for a powerful Albanian criminal group, engaged in cocaine trafficking from Latin America to Europe.
The head of the "AHR" company is officially Isa Aliu, who has been wanted since the beginning of this week as part of a criminal group. However, prosecutors suspect that behind the company, which has built a considerable number of buildings in Tirana and resorts on the coast, is his brother, Salvador Aliu, a resident of Dubai for years.
The Special Prosecution Office (SPAK) announced this Tuesday (June 16, 2026) that arrest warrants have been issued for at least 10 people, suspected of being members of the criminal clan.
Among them, the names of Eldi Dizdari (Denis Matoshi) and Dritan Gjika stand out, previously rumored to be part of the "Bello Company", a multi-national organization responsible for trafficking tons of cocaine from Ecuador to Belgium, the Netherlands, Italy and Great Britain.
Investigations to date have shown that the criminal group has sent cash amounts to Albania that are still undetermined, but are in the order of millions and millions of euros. These considerable monetary values have then been put into free circulation, attempting to be legalized, through construction projects carried out by "AHR" and other companies affiliated with the group.

Builder Isa Aliu is a 54-year-old from Elbasan who has maintained a very discreet public profile. There are no photos of him in open sources, although his company is behind luxurious and very expensive projects.
The Special Prosecution Office says that companies linked to this criminal group have followed a "modus operandi", a cautious way of operating, to avoid the suspicions of investigative institutions.
"In order not to immediately attract attention from law enforcement structures, the person under investigation, Isa Aliu, directed that the company initially appear as a subcontractor for housing construction. The company's appearance in this way would once again "justify" future cash flows and the expected expansion in the construction sector."
This camouflaged activity is found in several highly profitable projects. SPAK announced that “121 real estate properties, such as villas, apartments, duplexes, parking lots, etc. at the “Multi-functional tourist, residential and commercial complex (Porto Lalzi/Lalzi Marina Seaside)”, located in Hamallaj, Lalzi Bay, Durrës”, have been placed under seizure.

In November 2018, the National Territorial Council (NTC), under the leadership of Prime Minister Edi Rama, approved the development permit for the "Lalzi Marine Seaside" tourist complex, with the investor being the company "Svilupo Mare" shpk, owned by Redi Peza and Bujar Huqi.
Two years later, in December 2020, the KKT, also under the leadership of Rama, approved the construction permit for the villa complex in the Hamallaj area, on the coast of Durrës, near Lalzi Bay.
From this moment, the investor acquired the right to construct 132 buildings, including buildings from 1 to 6 floors, two-story villas and two hotels, as well as service areas.
The construction permit for the construction of the "Porto Lalzi" complex by the "Svilupo Mare" company coincides with the time when the "Aliu Road House" company is suspected of entering the activity of laundering drug trafficking money.

It turns out that a construction agreement has been signed between the investment company "Svilupo Mare" and "Ali Road House", from which the company formally owned by Isa Ali has benefited from a total of 121 villas and other buildings.
According to official data, Isa Ali's company undertook to construct buildings on an area of about 90 thousand square meters, with an investment value of about 30 million euros.
The assets registered in the name of "Aliu Road House" in the "Lalzi Seaside" complex have recently been placed under seizure by the Special Prosecution Office.
The "investor" of villas
The investigation of the Special Prosecution Office has found that the company "Aliu Road House", in 2021, significantly increased its capital, declaring a profit of over one million euros on the balance sheet.
After the official capital increase, in the period 2021-2023, "AHR" signed a construction agreement with the company "Svilupo Mare 1", with the aim of building the residences "Lalzi Marina Seaside" and "Porto Lalzi Villas", located in the exclusive area of Hamallaj, in Durrës.

According to the agreements, "Aliu Road House" shpk is suspected of having built, with its own capital, villas on an area of 90 thousand square meters in the "Lalzi Marina Seaside" complex as a subcontractor.
Meanwhile, in the "Porto Villas" complex, the company owned by Isa Aliu, this time in the role of investor, has signed two construction enterprise contracts with "Svilupo Mare 1" shpk, for a value of more than 12 million euros.
As part of this investigation, it is learned that agents of the National Bureau of Investigation have also conducted a search of the premises of businessman Redi Struga's company, with the aim of further identifying the relationships of his company, "Svilupo Mare 1" with "Aliu Road House"./BoldNews
