"I can't build towers where there is nothing"/ The scandal of

The tone is friendly, sometimes ironic, like that between two old friends who share the same vision of politics, life, and culture, who meet for a beer or go to the stadium.

One is Beppe Sala, the mayor of Milan, the other is architect Stefano Boeri. Between 2017 and 2023, they chatted, exchanging dozens of messages that have now culminated in an investigation into Milan's urban planning that is shaking up politics and the city.

Both are under investigation for allegedly exerting excessive pressure on the City Landscape Commission, which, after twice rejecting the project to renovate the 25-story Pirelli Tower by construction giant Coima, on which Boeri had also worked, changed its mind in 2023.

Milan's Councilor for Urban Regeneration, Giancarlo Tancredi, is close to resigning, after being arrested by the Public Prosecutor's Office as part of an investigation into urban planning.

It seems it is only a matter of time before he resigns after the councilor expressed his willingness to resign to the mayor.

Mayor Giuseppe Sala, also placed under investigation for the same case, will explain the administration's next steps in the City Council chamber on Monday.

Meanwhile, details are emerging from chat conversations between Sala himself and architect Stefano Boeri.

It was February 2022 when Boeri asked the mayor to discuss a project that could affect the Cadorna area.

"Politically, I have no desire. I can't build towers where there is nothing today," Sala replied.

This is one of hundreds of messages between the two, revealing close ties and discussions on a wide range of topics.

In 2018, Boeri told the mayor: “We need to tell Majorino” - then a councilor - “that the more we treat the homeless with kid gloves, the more they arrive.”

“I understand,” he replied, “I will review the situation in a few days.”

Then Boeri complains about the nighttime situation outside the Triennale: "We need a security presence."

Sala replies: "I will speak personally with the Police Commissioner tomorrow."

Then there is the hot topic of the stadium: in 2019, after his proposal to renovate San Siro was rejected by Inter and Milan, Boeri wrote to Sala: “This sets a serious precedent of replacing private interests with collective ones.”

We are in the middle of the campaign for Palazzo Marino, September 20, 2021. Beppe Sala sends Boeri a statement from Luca Bernardo, his center-right opponent, who says: “I don’t believe that Milan should be in the hands of just two builders and just one architect. I believe that there are representatives and many parties here that should be involved.”

It later emerged that in 2021, the Anti-Corruption Authority (ANAC) had requested information from the Municipality to verify the position of the then urban planning advisor and architect Tancredi regarding any conflict of interest; Palazzo Marino assured them that there was no incompatibility.

A three-year-old investigation in Italy related to urban planning in the city of Milan has led to the imposition of security measures for several officials, entrepreneurs and architects. Among the characters under investigation is the renowned architect Stefano Boeri, a name that has also been present with projects in Albania.
