School Safety/ Government approves decision, 2 officers in educational

The government today approved changes to increase public safety in the country's schools.

The VKM states that in schools with a capacity of 80 to 700 students, there will be at least 1 police officer with security service, while in those with more than 700, 2 security officers will serve.

"Higher secondary education institutions, secondary education institutions, basic education institutions or joint schools, which have over 900 (nine hundred) students, shall have 2 (two) security officers," the VKM states.

SOME AMENDMENTS AND ADDITIONS TO DECISION NO. 600, DATED 9.10.2018, OF THE COUNCIL OF MINISTERS, “ON THE APPROVAL OF THE PUBLIC SECURITY SERVICE IN PRE-UNIVERSITY EDUCATION INSTITUTIONS AND THE CRITERIA FOR SECURITY OFFICERS”, AMENDED

In support of Article 100 of the Constitution, of Law No. 69/2012, “On the Pre-University Education System in the Republic of Albania”, as amended, and of Article 81, of Law No. 82/2024, “On the State Police”, upon the proposal of the Minister of Education and Sports, the Council of Ministers

Point 1 is amended as follows:

"1. Approval of the public security service in pre-university education institutions, as follows:

ç) Secondary vocational education institutions that have over 700 (seven hundred) students must have 2 (two) security officers.

Pre-university education institutions that benefit from public security services are determined by order of the minister responsible for education, except for secondary vocational education institutions, which are approved by the minister responsible for education and vocational training. The public security service consists of monitoring by the security officer in the pre-university education institutions, determined in this decision, through the continuous interaction of students, teaching staff and the community.

In point 2, after the words “… institutions of the pre-university education system, …”, “… defined in point 1 of this decision, …” are added.

At the end of point 3, the words “… specified in point 1 of this decision” are added.

Point 5 is amended as follows:

"5. The documentation, method and deadline for submission, competition and announcement of competition results are determined by order of the minister responsible for education, except for secondary vocational education institutions, which are approved by the minister responsible for education and vocational training.".

Point 7 is amended as follows:

"7. The number of security officers and the related expenses are covered within the total number of employees and budgetary funds approved for the ministry responsible for education. For secondary vocational education institutions, the related expenses are covered within the total number of employees and budgetary funds approved for the ministry responsible for education and vocational training.".

This decision enters into force upon publication in the "Official Gazette".
