The names of people with security measures who falsified documents and benefited from public funds are revealed.
The municipal officials with preventive measures of "house arrest" and reporting obligations are the following:

The Tirana Prosecution Office announced that investigations were launched into criminal proceedings no. 2505 of 2021, following the denunciation of citizen A.Xh for the demolition of his building by IMT, without notice or official decision.
The Prosecution Office at the First Instance Court of General Jurisdiction, Tirana, in cooperation with the Economic Crime Section at the Tirana Police Directorate, proved that in January 2021, 6 buildings from the Municipality of Tirana were demolished, including building no. 140, which was the object of the investigation.
Meanwhile, in March 2021, the Municipal Council approved the fund for "Demolition and disposal of construction waste" for 15 buildings, including the buildings previously demolished in January by the Municipality of Tirana.
Citizen AM, as a representative of the entity "Arb&Trans-2010"sh.pk & "KLAJGER KONSTRUKSION" sh.pk and supervisor of the works of the entity "MAGING studio" sh.pk, which won the tender for the demolition of the buildings, has also included buildings that were demolished in January 2021, presenting false circumstances, fictitious works and causing monetary damage to the budget of the Municipality of Tirana by disbursing public funds for fictitious works.
The document was drafted by citizen Sh.M. in the capacity of the contractor, who committed the elements of the criminal offense provided for in Article 186/2 of the Criminal Code since he was the person responsible for drafting the documents and submitted false information.
From the full review of the investigative material, it resulted that citizens SQ and RR, in their capacity as employees of the IMT at the Municipality of Tirana, drafted the estimates for the works.
They have acted contrary to their duty and professional rules and they themselves declare that they have never gone out into the field to verify the real condition of the buildings, that they have drafted the estimates based only on the "existing project" forwarded by the Civil Emergencies Directorate and that they do not remember whether building no. 140 was specifically on the list or not.
Ndërkohë u provua gjithashtu se shtetasi F.F. në cilësinë e administratorit përfaqësues të “Arb&Trans-2010″sh.p.k & “KLAJGER KONSTRUKSION”sh.p.k., ka konsumuar elementet e veprës penale të “Falsifikimit të dokumentave” parashikuar nga neni 186/1 i K.Penal, konkretisht me dokumentin “Procesverbal, mbi fillimin e punimeve në objektin “Demolimi dhe evadimi i mbetjeve ndërtimore per 15 pallate, mes tyre dhe pallatit nr 140 me vendndodhje në rrugën “Haki Stermilli”, njësia administrative nr.6 Tiranë.
Referuar aktit të ekspertimit grafik, provohet gjithashtu se nga shtetasit A.Ç., Drejtor i Përgjithshëm i Emergjencave Civile, A.B., Drejtor i Drejtorisë së Emergjencave Civile, E.G., Përgjegjëse sektori i Politikave të Kompensimit të Fatkeqësive Natyrore, janë konsumuar elementet e figurës së veprës penale të “Falsifikimit të dokumenteve’ dhe ‘Shpërdorimi i detyrës’.
Roli i tyre ka qenë i ndërlidhur drejtpërdrejt me hartimin, nënshkrimin dhe përdorimin e dokumenteve zyrtare që lidhen me “Aktin e dorëzimit të sheshit të ndërtimit” dhe me dokumentacionin vijues të punimeve për pallatin nr.140 dhe pallatet e tjera objekt i kontratës.
Të tre kanë pasur detyrimin ligjor të nënshkruajnë dokumente që lidhen me procedurat e demolimit dhe evadimit të mbetjeve ndërtimore. Për këtë arsye, çdo lëshim dokumenti të pavërtetë prej tyre përbën jo thjesht një falsifikim, por formën e rënduar të veprës sipas paragrafit të tretë të nenit 186, sepse falsifikimi kryhet nga personi që ka pikërisht për detyrë të lëshojë aktin në fjalë.
Sa më sipër, Prokuroria pranë Gjykatës së Shkallës së Parë të Juridiksionit të Përgjithshëm, Tiranë kërkoi caktimin e masave të sigurisë ndaj personave nën hetim:
“Arrest në shtëpi” për shtetasin A.Ç., Drejtor i Përgjithshëm i Emergjencave Civile, për kryerjen e veprave penale “Shpërdorim detyre” dhe “Falsifikimi i dokumenteve” kryer në bashkëpunim me shumë se një herë;
“Arrest në shtëpi” për shtetasin A.B., Drejtori i Drejtorisë së Emergjencave Civile, për kryerjen e veprave penale “Shpërdorim detyre” dhe “Falsifikimi i dokumenteve” kryer në bashkëpunim më shumë se një herë;
“Detyrim paraqitje” për shtetasen E.G., Përgjegjese e Sektorit të Politikave të Kompesimit nga Fatkeqësitë natyrore të Drejtorisë së Emergjencave Civile për kryerjen e veprës penale “Falsifikimi i dokumenteve” kryer në bashkëpunim me shumë se një herë;
“Detyrim paraqitje” për shtetasen R.R., Specialiste e IMT, për kryerjen e veprës penale “Shperdorimi detyre”;
“Arrest në shtëpi” për shtetasin S.Q. Specialist i IMT, bashkia Tiranë, për kryerjen e veprës penale “Shpërdorimi i detyrës”;
“Detyrim paraqitje” për shtetasen A. M., mbikëqyrëse e punimeve, përfaqësuese e BOE “Maging shpk & Imes-D shpk” për kryerjen e veprës penale “Falsifikimi i dokumenteve” kryer në bashkëpunim me shume se nje herë;
'Obligation to appear' for citizen Sh.M., legal representative of BOE “Arb & Trans-2000” shpk and “KLAJGER Konstruksion” shpk and Administrator of the Entity “Arb & Trans -2000” shpk, for committing the criminal offense “Forgery of documents” committed in collaboration more than once; and
'Obligation to appear' for citizen FF , legal representative of BOE “Arb & Trans -2000” shpk and “KLAJGER Konstruksion” shpk for committing the criminal offense of “Forgery of documents” committed in collaboration with more than one person.
