Socialist MP Ulsi Manja, also a member of the Immunities Council, is presenting the report of the majority members in the Mandates Council, regarding SPAK's request for the arrest of Belinda Balluku.

Manja also commented on the report previously presented by the opposition, saying that it contradicts Article 73 of the Constitution, even though he ironically said that it was detailed in evidence and facts. He drew a parallel with the report submitted in 2023 on Sali Berisha.

Ulsi Manja: Dear Albanian citizens who are following this session with interest, I will deliver the report on behalf of the 5 members of the majority in the Rules Council. We have made our report public, but today I will try to summarize it and give the reasons why we, as a majority, have proposed to the Assembly the rejection of the request of SPAK for the authorization to arrest the deputy of this Assembly, Belinda Balluku. Allow me to briefly express my position regarding the report of the minority members in this council, which Bylykbashi read. Since 2013, I have been in this Assembly and in this hall, this is the 7th request of the prosecution body that comes to the Assembly for the authorization to arrest a member of parliament. This is the 7th request today, for Balluku. I have not heard in this hall a more detailed report on the analysis of evidence, facts, and circumstances of a request than today from the Special Prosecution Office that conflicts with the constitution. I have not heard this report from my opposition colleagues even on December 21, 2023, when we had SPAK's request for authorization for another member of parliament. But then, with a change, the minority report suggested jeopardizing SPAK's request, arguing that the requirements of Article 260 of the Criminal Procedure Code are not met. I will remain loyal to the majority report. At the moment when we presented our report regarding SPAK's request for the arrest of Balluk, a new factual and institutional reality occurred.
