FINANCIAL SUSPECTS AND INTERNAL CONNECTIONS
According to research structures, almost 80% of the purchase contracts were carried out by "R&T" sh.pk. Meanwhile, sources tell "Vetting" that in addition to the suspicion of tax evasion, the issue becomes even more complex due to the personal and professional connections between the duo, Ervis Myftari and RT.
It is suspected that Elda Zhonga, the person with whom Myftari lived, was employed by the company "R & T". Zhonga worked there from April 2017 to March 2020 and was paid a monthly salary of 47 thousand new lek.
"Vetting" research found in the authorization documents of the company "R & T" that Myftari was authorized for RT decisions since 2010, continuing in several other authorizations in 2021. Also, according to the sources' reporting, Myftari was an employee of RT from July 2017 to August 2022, with a monthly salary of 41 thousand new lek.
According to the National Business Center, these two companies have had the same accounting experts over the years. This is independent accountant Jorgji Zallëmi, who, according to the documents submitted for the accounting balance sheet of the company "R & T", appears to have been engaged since 2007, and continuing.
"Vetting" managed to identify his name in the balance sheets presented to the Central Bank, until 2018, while Zallëmi also worked for Myftari's "Consulting & Management Albania", from 2008 to 2018.
The list of joint accountants is also added to the company "Tirana Auditing 3", with administrators Nexhip and Drilona Çeçi. It turns out that Nexhipi has been working for "R & T" since 2005, while over the years, he has also had the role of an auditor. However, Çeçi's company was officially registered as an accountant for "R & T" in 2020, while Myftari's company in 2024.
"The fact that the same accountant or the same accounting office is used by two companies that have a relationship with each other or enter the same tender, or use each other's invoices to justify the relationship, is an indication of suspicion. It does not indisputably mean that tax evasion or other illegal actions are being carried out, but it is a signal for the tax authorities and the prosecution to investigate," lawyer Redi Ramaj further explains.
Experts question how two large companies can have the same accountants, leaving room for suspicions about possible links between them. In fiscal investigations, the combination of supply concentration with family ties is considered a classic indicator of economic interdependence. Experts also cast doubt on VAT crediting and inflated expenses.
According to the document provided, invoices suspected of not being taxed on time, discrepancies between bank transactions and declared sales, and significant differences between annual declarations were identified.
Sources emphasize that these elements may constitute mechanisms for unfair VAT crediting, artificially increasing expenses and fictitious reduction of taxable profit. While it is suspected that most of “Consulting & Management Albania”'s income comes from Albcontrol, a large part of it is purchased by the company “R & T”.
Furthermore, from the information provided, these companies employ technical staff who are paid minimum wages, such as engineers and architects with salaries of around 50 thousand new lek. Fiscal experts consider under-declaration of wages as one of the most common elements of indirect tax evasion.
" Regarding the declaration of salaries, this may initially be an administrative violation, but requires verification by the tax authorities. It must be seen whether the company has the capacity to pay normal salaries. If a company has large revenues and minimum wages, very low in relation to them, this raises suspicions of abuse and requires investigation ," adds lawyer Ramaj.
