The police of Tirana came out today with an official statement, where they announced the disclosure of the event in "Don Bosco". According to the police, the way to commit the murder of Erion Çela was given by Kassândre Noga, who was convicted in Belgium.
According to the police, it was the testimony of the Beqiraj brothers that helped the investigation and clarification of the incident. The police announce that it was Kevin Suçi who contacted the brothers to commit murder.
FULL POLICE STATEMENT:
"I am here today, together with the Deputy Director for the Investigation of Organized Crime and Serious Crimes, the Deputy Director for Public Security, the Chief of the Serious Crimes Investigation Section, the Chief of the Section for the Investigation of Crimes Against the Person, to present the finalization of the police operation "FOCUS".
From the structures of the Sector for the Investigation of Serious Crimes, under the direction of the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Tirana, today, on 24.02.2024, the police operation "FOCUS" was finalized, as a result of which it became possible to document full legal report of the event that happened on 04.01.2022, where at around 16:10, on "Don Bosko" street, Tirana, where unknown persons, who were driving a "Mercedez Benz" type vehicle, with black color , opened fire at a bar. As a result of the shooting, the citizen Erion Çela was killed, and the citizens Blerim Çela, Edmond Crroj, Arben Dani and Azbi Selimaj were injured.
For this event, the Prosecutor's Office at the Court of First Instance of the General Jurisdiction of Tirana has registered criminal proceedings for the criminal offenses "Murder in other qualifying circumstances" (against two or more persons) and "Unauthorized possession and production of weapons, weapons explosives and ammunition", provided by articles 79 letter "dh" and 278 paragraph I, of the Criminal Code.
During the intensive and professional investigations carried out by the specialists of the Serious Crimes Investigation Sector, at the direction of the Prosecutor's Office at the Court of First Instance of the General Jurisdiction in Tirana, using police intelligence data, the use of special methods of investigation, administration and evaluation of the facts and evidence, as well as the exchange of information with the Belgian law enforcement agencies, it has become possible to legally document the authorship of this criminal event.
Nga terësia e veprime të thelluara hetimore, vlerësimit të fakteve dhe provave të siguruara, deklarimet, provave shkresore, të dhënave në ekzekutim të letër porosise nga autoritet belge, krijohet dyshimi i arsyeshëm, bazuar në prova, se shtetasi Kasandër Noga në bashkëpunim me shtetasin Kevin Zeneli (Suçi), kanë zhvilluar takime dhe biseda, kanë siguruar dhe kanë dhënë shuma monetare, me qëllim vrasjen e shtetasit G. H., dhe 2 nipave të tij për shkak të një hasmërise të vjetër, që shtetasi Kasander Noga, ka prej disa vitesh me vëllëzerit E. H., alias M. R. dhe G. H.
Për të organizuar vrasjen e këtyrë personave, shtetasi Kasandër Noga ka kontaktuar dhe porositur shtetasit Kevin Zeneli (Suçi), i cili më pas ka kontaktuar shtetasin Ilirian Feçi dhe vëllëzerit Indrit dhe Gentjan Beqiraj, të cilëve iu është premtuar dhe dhënë si parapagim një shumë monetare.
Shtetasi Kevin Zeneli (Suçi) dhe Ilirian Feçi, në bashkëpunim me njeri – tjetrin, kanë kryer veprime konktrete, takime dhe biseda, janë interesuar për lëvizjet dhe kanë vëzhguar për disa muaj intinerain e mundshëm të lëvizjeve, kanë siguruar mjetet dhe armët, më qëllim vrasjen e shtetasit G. H., duke konsumuar në këtë mënyrë elementët e veprës penale “Sigurimi i kushteve dhe mjeteve materiale për të kryer vrasje”.
Nga deklarimet e vellezërve Beqiraj, rezulton se megjithesë fillimisht ata kanë marrë përsipër kryerjen e vrasjes dhe kanë kryer veprime konkrete, pas disa kohësh janë tërhequr nga frika, dhe për gjetjen dhe vrasjen e shtetasit G. H., dhe nipave të tij, shtetasit Kasander Noga dhe Kevin Zeneli (Suçi) kanë kontaktuar persona të tjerë të pa identifikuar deri tani.
Gjithashtu, nga deklarimet e vellëzerëve Beqiraj, ka rezultuar se më datë 04.01.2022, shtetasi Kevin Zeneli (Suçi), në bashkëpumim me dy persona të tjerë, ende të pa indentifikuar, si porosi e shtetasit Kasander Noga, kanë qëlluar me armë zjarri drejt një lokali në Don Bosko, për të vrarë shtetasin G. H., por autorët kanë ngatërruar objektiv, dhe si pasojë e të shtënave me armë zjarri ka gjetur vdekjen shtetasi Erion Çela dhe janë plagosur 4 të tjerë.
Gjithashtu, nga provat e mbledhura deri tani dyshohet se shtetasi Kevin Zeneli (Suçi) dhe personat e tjerë, janë ndihmuar nga shtetasi Roland Ahmetsulaj, i cili ka një njësi shërbimi që merret me riparim automjetesh, shërbim karrotreci, shit - blerje automjetesh etj. Nga analiza e të dhënave telefonike rezulton se ky shtetas, ditën e ngjarjes ka qenë në afërsi të vendit të ngjarjes, dhe ka komunikuar me shtetasin Kevin Zeneli (Suçi).
Pas vlerësimit të provave dhe fakteve, Gjykata e Shkallës së Parë të Juridiksionit të Përgjithshëm Tiranë, ka vendosur:
- Caktimin e masës se sigurimit personal “Arrest në burg”, në mungesë ndaj shtetasit Kasander Noga, i datëlindjes 15.05.1997, i dyshuar për kryerjen e veprës penale “Vrasja në rrethana të tjera cilësuese”, (kundër dy ose me shumë personave), parashikuar nga neni 79 gërma “dh” i Kodit Penal,
- The appointment of the personal security measure "Arrest in prison", in absentia, against the citizen Kevin Zeneli (Suçi), born on 07.03.1999, suspected of committing the criminal offense "Murder in other qualifying circumstances", (against two or more many persons), and "Unauthorized possession and production of weapons, explosive weapons and ammunition", provided by articles 79 letters "dh" and 278/1 of the Criminal Code,
- The appointment of the personal security measure "Arrest in prison", in absentia, against the citizen Gentjan Beqiraj, born on 30.10.1983, suspected of committing the criminal offense "Providing the conditions and material means to commit murder", provided by articles 80 of the Criminal Code,
- The appointment of the personal security measure "Arrest in prison", in absentia, against the citizen Indri Beqiraj, born on 01.07.1990, suspected of committing the criminal offense "Providing the conditions and material means to commit murder", provided by articles 80 of the Criminal Code,
- The appointment of the personal security measure "Arrest in prison", in absentia, against the citizen Ilirian Feçi (Feci), born on 15.06.1975, suspected of committing the criminal offense "Providing the conditions and material means to commit murder", provided for from articles 80 of the Criminal Code,
- The appointment of the personal security measure "Arrest in prison", in absentia, against the citizen Roland Ahmetsulaj, born on 30.08.1987, suspected of committing the criminal offense "Providing the conditions and material means to commit murder", provided by Article 80 of the Criminal Code,
The Judicial Police executed the personal security measure "Arrest in prison" for the citizen Roland Ahmetsulaj, and the execution of the security measures "Arrest in prison" for the citizens Indrit Beqiraj, Gentian Beqiraj, Ilirjan Feçi, who are currently in custody. in the premises of the Institutions for the Execution of Criminal Decisions, arrested for other criminal offences.
The citizen Kasander Noga is currently in prison in Belgium, and the execution of the personal security measure against him will be done through a warrant. Citizen Kevin Zeneli (Suçi) has been declared wanted.
In conclusion, I want to publicly thank the officers of the Judicial Police of the Serious Crimes Investigations sector in the DVP Tirana for following this investigation with dedication and professionalism. I also want to thank the Directorate of Criminal Intelligence and Archives in the Department of Criminal Police in the General Directorate of the State Police for the professional analytical products prepared, without which it would have been difficult to fully document this event legally.
