Head of the Council of Europe: Reforming the European Convention on Migrants endangers human rights

The Secretary General of the Council of Europe (CoE), Alain Berset, has warned that the revision of the European Convention on Human Rights (ECHR) to reform protections for migrants could pave the way for the abandonment of human rights in other areas as well. In an interview with Euronews, he said such a step could set a dangerous precedent.
Berset's statements come after calls from several member states of the Strasbourg-based organization, Europe's main human rights institution, for more flexibility in managing migration. These calls focus particularly on the deportation of foreign criminals and irregular migrants.
In May 2025, nine European Union countries signed an open letter calling for a review of the Convention, an initiative that received broad support within the Council of Europe.
However, Berset stressed that such a revision could undermine the foundations of human rights protection. He said that in talks with countries supporting the changes, including Belgium, Denmark and the United Kingdom, he had urged prudence and caution.
"We have to be very careful, because other countries may be ready to start similar discussions on other rights. And then we may not agree on them," Berset said.
