Under the scrutiny of SPAK, AKSHI predicts 47.7 million Euros in investments in

AKSH plans to tender around 4.58 billion lek or around 47.7 million euros during 2026 for 10 main projects in the field of technology and digitalization.

According to data analyzed by Open Data Albania's ekofin.al, NAKSHI projects according to the estimated value for expenditure during 2026, the 'Modernization of the Public Procurement System' project is at the top of the list for the highest estimated value, with around 1.15 billion lek planned for this year.

The project is part of the GovTech project package, supported by financing from the World Bank (loan agreements 9483-AL and 97780-AL). The total value of the project is about 1.9 billion lek, while the planned financing for 2026 constitutes about 60.7% of the total value.

Second in the ranking by value in 2026, 'Improving electronic services with microservice technology', is presented with 600 million lek planned for 2026. This project, also part of the GovTech project package, launched in 2024, has a total portfolio value of around 1.7 billion lek and is expected to be completed in 2027.

'Implementation of the Government Interaction Platform 2.0 and secondary site' is ranked third in terms of funding value for 2026, with a planned budget of 563.6 million lek.

The following are other projects with significant funding for 2026, including 'ICT Systems for the General Directorate of Taxes (GDT) (EU Integration)', with 463 million lekë, 'ICT Systems for the Ministry of Agriculture and Rural Development (MARD) and the Agency for Agricultural and Rural Development (AZHBR) (EU Integration)', with 400 million lekë, 'Implementation of centralized infrastructure', with 336.2 million lekë, 'Oracle Company', with 300 million lekë, as well as other projects supporting financial and document management systems.

However, these investment plans are being developed at a time when the AKSH is at the center of SPAK's investigations, specifically regarding procurement procedures and public tenders. The investigations have raised questions about the transparency and legality of some contracts, making it even more important to monitor the use of public funds and strengthen institutional control mechanisms./ ekofin.al
