The private sector is taking students from the public sector! The number of

Education in Albania has undergone significant changes in recent years, influenced not only by internal factors, but also by emigration and the increasing orientation towards practical professions.

"Scan Intel" has reviewed data published by INSTAT for the period 2016-2023 to analyze the performance of the education system, both in the public and private sectors. The data clearly shows that the number of students in higher education is following a downward trend.

In 2016, the total number of students at bachelor's and master's level was 138,946, while in 2023 this number dropped to 109,741. This shows a decrease of 21% over these eight years.

One of the most important findings is the changing trend between public and private universities. In 2016, public universities had 81,546 students enrolled in first-cycle (bachelor) programs, while in 2023 this number dropped to 50,594, a decrease of 37%.

Regarding second cycle (master's) programs, the decline is lighter, at 13.7%.

Meanwhile, private education has followed the opposite path. In 2016, private universities had 14,605 students enrolled in the bachelor's cycle, while in 2023 this number increased to 16,689 – an increase of 14.2%. For the master's cycle, the increase is even more pronounced, with 43% more students enrolled.

"Scan Intel" has also analyzed the graduation rate in public and private education over these years.

Even if we analyze graduations, the trend seems to be the same. Students graduating from private education for bachelor's programs seem to have marked a slight decline compared to graduations from public education./ SCAN
