Educational services led the increase in Albanian household spending in 1995-2023

Of the 12 main consumption groups of Albanian families, educational services result in the largest increase in spending over the last three decades, according to official INSTAT data.
In 1995, all Albanian families spent only 1.6 billion lek on educational services throughout the year, while in 2023, these expenditures not indexed to inflation reached 32.4 billion lek (see graph below) with an increase of 1855%.
As the number of children declined, family spending increased because educational services diversified in the second decade of transition. Until 1995, the state was the sole provider of educational services and families typically spent their income only on school supplies.
With the liberalization of the economy and demographic changes, private providers of daycare and kindergartens began to develop rapidly. In the mid-2000s, private universities and dozens of private pre-university schools began to operate.
The development of private education and the imposition of fees in public higher education have significantly increased family expenditures on education over the years.
Official data shows that in recent years, Albanian family spending has increased significantly. According to INSTAT, in 2022, Albanian families' annual spending on education increased by 17.5% compared to 2021 and in 2023 it increased by about 8%.
Market sources have claimed that the rates of price increases in educational services have been high even in 2024, which will be reflected in household spending.
As the number of students and pupils in Albania as a whole is decreasing due to the decline in the youth population, private higher education institutions are increasingly accepting more students.
According to official data, in 2016, there were 25,514 students in private higher education, which constituted 17.3% of the total student population. Last year, their number reached 32.3 thousand or 27.6% of the total student population.
