Environmental taxes, 60.5 billion lek in the state treasury/ The largest part of the revenue was made up of taxes on energy

During 2023, revenues from environmental taxes in Albania reached 60.5 billion lekë, marking an increase of 9.03% compared to 2022. Data published by the Institute of Statistics (INSTAT) indicate a significant impact of these taxes on public finances.
The largest portion of these revenues was energy taxes, which accounted for 82.56% of the total, or about 49 billion lek. This category has marked an increase of 9.17% compared to 2022, when 45.7 billion lek were collected.
In second place are transportation taxes, which represent 12.9% of the total, with 7.7 billion lek collected in 2023.
Meanwhile, the pollution tax contributed 4.45% of environmental tax revenues, while the natural resource tax accounted for only 0.10%. The latter has suffered the largest decline of all categories, with a decrease of 13.76%, dropping from 71 million lek in 2022 to 61 million lek in 2023.
Despite the overall increase in revenue, the share of environmental taxes in Gross Domestic Product (GDP) fell to 2.55% in 2023, from 2.99% a year earlier – a decrease of 0.44 percentage points. Similarly, the contribution of these taxes to total tax and social security revenues marked a slight decrease of 0.14 percentage points, falling to 10.10%.
