The opposition, still far from a project for the rotation of power

In fact, with this record of corruption, Rama's government would have been overtaken in the polls by the opposition PD-LSI in 2021, when it came out with only 37 thousand fewer votes, and today it would be heading confidently towards a convincing victory.
Berisha destroyed that DP for reasons that are well known. He re-founded it, to put it in his own words, and now he promises his followers a return for the third time.
This could be a whim of history. Politics has known cases like this from time to time. But a whim inverse to the first is also strongly at play: Berisha to enable Rama's victory for the fourth time in government as the number one factor.
In the local elections two years ago, the grand coalition of Berisha, Meta and all the small allied parties suffered the heaviest defeat in history, winning only six municipalities, all small, with the exception of Kavaja. Although the official DP led by Enkelejd Alibeaj supported Berisha's candidates in ninety percent of the municipalities in those elections. This was justified by the fact that it did not have the logo, a significant deficiency, but not enough to justify such a huge loss.
The result of those elections, a preliminary test for this year's political elections, should have sounded like an alarm bell for the opposition. Above all, for Mr. Berisha, who also received the DP logo in June of last year.

PD u pajtua me ndryshimet ligjore në ligjin zgjedhor duke i mbyllur listat e kandidatëve për deputetë në një të tretën e tyre. Madje duke i “mbrojtur” të emëruarit pa garë të listës së mbyllur edhe nga vota nominale, siç ka qenë në zgjedhjet e vitit 2021. Që të mos merret vesh sa mbështetje kanë!
Në rrafshin retorik, PD e kishte përgatitur elektoratin opozitar se do të bënte diferencën me lista të hapura. Kur erdhi çasti i provës, e bëri me keq se sa ishte. Ky ishte autogoli i parë antielektoral që dha mesazhin se kasta partiake kishte vetëm një hall: si të sigurohet për vetë në shmangie të votës popullore, siç bën prej njëzet vjetësh.
E gjithë kjo e padiste si të dobët dhe pa besim ambicien e zotit Berisha sikur i interesonte vetëm një gjë: të ruante një opozitë të koracuar rreth tij, duke ua lënë rrethanave, rastësive a ndonjë dhurate të fatit rrotacionin eventual të pushtetit.
Në të vertëtë PD nuk ka fituar tamam as një palë zgjedhje me ligjin elektoral të listave të mbyllura. Ajo nuk e ka vënë ujët në zjarr të analizojë: a mos vallë PS, së cilës i peshon më rëndë bishti se sqepari, e ka veç në favor këtë ligj? Kurse PD, që normalisht duhet ta ketë forcën te individi, e ka në disfavor?
Primaret, në vend që t’i zvogëlonin efektet e ligjit elektoral deledash, e thelluan më tej ndarjen mes “patricëve” të partisë që emërohen deputetë në pjesën e listës së mbyllur dhe “plebejve” të listës së hapur që duhet të mbajnë në kurriz të parët drejt bregut tjetër të lumit. Elita e partisë u la jashtë primareve. Një absurditet që goditi qysh në krye parimin e zgjedhjeve të drejta e të barabarta. Në një parti demokratike nuk mund të ketë ca të nënës ca të njerkës.
E gjithë kjo s’ka bërë gjë tjetër veçse i ka kthyer zotit Berisha shijen e dorovitjes a mosdorovitjes së atyre që presin me ankth çfarë do të vendosë ai për ta.

The DP is forced to make room on the closed lists for candidates from allied parties who have not been subjected to any individual popular vote test in their careers for at least twenty years. Their inclusion will push out democratic candidates who have won more votes in the primaries. In Tirana, we can only have two or three of them on the closed list.
A project for the DP's victory would have required openness to society as in its best experiences in the past; openness to political rivals in the opposition, within the same category or outside it. Whether political entities or individuals. I cannot say what their response would have been, but the one leading the rotation effort has the burden of trying wherever he sees opportunity, convenience. Without waiting to be asked.
Even more so in the case of the DP, where the fracture created due to the dividing line that the non grata sanctions of Mr. Berisha by the US and Great Britain set, is beyond the deputies and party members who move for pragmatic interests; it is with a group of members and sympathizers who know how to distinguish between a principled dividing line and a non-principled one. These have no instrument to enter the American or British mechanism that produces sanctions. They take them for granted as long as they are in force as decisions of strategic allies and reject unification as assimilation with a rainbow bridge.
Mr. Berisha's coalition is not surprising in any way with the political image of a community of eternal leaders, like in no other country on the planet. And in fact, nothing different was expected. Berisha himself holds the record. The little ones only imitate him.
Meanwhile, the clearest message of his project is anti-electoral: to challenge justice. A typical minority option. No matter where you look at it, Berisha's actions and attitudes show that his first concern is to hold the ranks. Then whatever is written. Turrë or jazë.
