The EU publishes the annex on the implementation of the Kosovo-Serbia agreement

The European Union has published the implementation annex for the normalization of relations between Kosovo and Serbia, agreed on Saturday evening between the Prime Minister of Kosovo, Albin Kurti and the President of Serbia, Aleksandër Vucic, during the meeting in Ohrid. This annex is an integral part of the agreement and contains a total of 12 points.
This Annex constitutes an integral part of the Agreement.
Kosovo and Serbia fully commit to comply with all Articles of the Agreement and this Annex, and to implement all their respective obligations arising from the Agreement and this Annex appropriately and in good faith.
The parties take into account that the Agreement and the Implementation Annex will become an integral part of the respective processes of membership of Kosovo and Serbia in the EU. The Parties note that immediately after the adoption of the Agreement and this Annex, the EU Mediator will begin the process to amend the Chapter 35 standards for Serbia to reflect Serbia's new obligations arising from the Agreement and this Annex.
The agenda of the Kosovo Special Group on Normalization will equally reflect the new obligations of Kosovo arising from the Agreement and this Annex.
The parties agree to adopt the Declaration on Missing Persons, as negotiated within the EU-facilitated Dialogue, as a matter of urgency.
Për të zbatuar nenin 7, Kosova fillon menjëherë negociatat në kuadër të Dialogut të ndërmjetësuar nga BE-ja për krijimin e aranzhimeve dhe garancive specifike për të siguruar një nivel të duhur të vetë-menaxhimit për komunitetin serb në Kosovë, në përputhje me marrëveshjet e mëparshme përkatëse të Dialogut të përcaktuara nga ndërmjetësi i BE-së.
Palët bien dakord të krijojnë një Komitet të Përbashkët Monitorues, të kryesuar nga BE-ja, brenda 30 ditëve. Zbatimi i të gjitha dispozitave do të sigurohet dhe mbikëqyret nga Komiteti i Përbashkët i Monitorimit.
Për të zbatuar nenin 9, BE-ja do të organizojë një konferencë donatorësh brenda 150 ditëve për të krijuar një paketë investimi dhe ndihme financiare për Kosovën dhe Serbinë. Asnjë disbursim nuk do të ndodhë përpara se BE-ja të përcaktojë se të gjitha dispozitat e Marrëveshjes janë zbatuar plotësisht.
Kosova dhe Serbia pajtohen që të gjitha nenet do të zbatohen në mënyrë të pavarur nga njëri-tjetri.
Renditja e paragrafëve të këtij Aneksi nuk e paragjykon renditjen e zbatimit të tyre.
Kosovo and Serbia agree not to block the implementation of any of the articles.
All discussions regarding the implementation of the Agreement will take place within the EU-facilitated Dialogue.
Kosovo and Serbia acknowledge that any non-compliance with their obligations under the Agreement, this Annex or past Dialogue Agreements may have direct negative consequences for their respective EU accession processes and the financial assistance they receive from the EU.
