Renowned researcher and political scientist Afrim Krasniqi has reacted to the publication of a joint article between Albanian Prime Minister Edi Rama and Serbian President Aleksandar Vučić. Krasniqi writes that this article represents the interests of the two leaders more than the countries.

The article co-authored by Rama–Vučić represents the interests of the two respective state leaders more than the two states and reflects the approach, according to which, when you have rejections, criticism, problems and lack of Western invitations, you voluntarily offer something that others can listen to. When the Prime Minister of Albania and the President of Serbia write a joint article, this creates curiosity and attention. It seems like a trendy idea, a letter from two state leaders from a problematic region in Europe.
It is not a declaration of commitment that there will be reforms, justice will be respected, there will be anti-corruption acts, there will be an increase in the index of democracy and the rule of law, freedom of the media and protest will be respected, there will be a strengthening of guarantee institutions and a move away from the cult of the individual or the unification of the party with the state. Or in the Serbian case, that there will be no more attacks on Kosovo. No, none of that. They write about something else, completely personal to them. In the joint writing, the thesis is essentially offered "accept us as we are" and "we want to be in the EU, but not to behave with the rights and responsibilities of the EU". It also seems to be a trend when countries that want to join the EU voluntarily give up the current rights of EU members, in exchange for an offer that strengthens their authoritarian style within the country more than it brings their country closer to the EU.
For our (Albanian) case, the question is: which institution or body has decided that Albania should give up its future equal representation in the EU, the right to vote and the commissioner? Which institution has decided that Albania should lobby together with Serbia for EU accession? Which institution has decided that Tirana-Belgrade relations should be developed without taking Pristina into consideration, and that it also ignores our parliamentary resolution regarding the crimes in Kosovo or the recent attack (2023) against Kosovo? What is the motive and state interest for official Albania to join the Serbian demands and option in the EU accession process and for our fates in relation to the EU to be linked to Belgrade?
Of course, Rama, author, commentator, painter, athlete, socialist, political individual and citizen, is free to write and propose everything he thinks, as he has done in the past, from "letters from hell" to "Kurban", but Rama, as prime minister, has limitations, responsibilities, institutional and constitutional obligations, he represents the state and Albania - everything he says, writes and proposes is related to the present and future of the Albanian state in relation to others, - a status that he constantly ignores.
Of course, the letter, the proposal and the strenuous effort have not and cannot succeed. The story of “Open Balkan” is an illustrative example of this. The EU has 1000 problems and shortcomings, but in one line it is clear: candidate countries must meet the basic standards of the rule of law, functional democracy, institutional integrity and reliable partnership. Those who meet them receive an invitation, those who do not want to or fail, stay where they are, on the last list, in the last line and on the last page. And often, even while rightly facing accountability and responsibilities not only political, but also legal.
