Bamir Topi: My clash with Berisha starts after Gërdec and culminates on January 21!
Former President Bamir Topi, on the show "The Unexposed" on MCN TV, returned to the harsh and even public confrontations with Prime Minister Sali Berisha in 2008 and then in 2011.
He said that the first clash occurred after the explosion in Gerdec where 26 people died and over 300 others were injured, after which the Berisha-Rama agreement on constitutional changes was made. "The real clash with Berisha happened in 2008 and was very institutional. It started after March 15, 2008 with the explosion of Gërdec. After we returned from Bucharest when we received the invitation for NATO membership and 2-3 days after this moment I see an information flash that came from the committee of laws and constitutional issues, which was dealing with the agreement that was voted on April 21, 2008. There, a former MP from Shkodra stands up and proposes that the constitutional changes that were going to be made be countersigned by the prime minister. The war had begun. It was one of the most anti-democratic norms. This episode raised the alarm because I had nothing in my hand, no paper. I received information that they were working with the opposition. It was a project of Berisha and Rama and they put Albania into a period of cyclical crises.
With the constitution they implemented, you could be replaced in 24 hours with 71 votes, not 84 like before.
I spoke a week before this occult agreement was approved that the damage was to the parties within, the battle against the institutions, the return from a parliamentary republic to a prime ministerial republic. I have been playing this tune for 17 years that the opposition curses today, but cannot say that it has the architect inside.
A week after Gërdec, I called the National Security Council and in that meeting there were discussions that remain there, they are in the Presidential Archives.
