"Berisha called me to the office"/ Testimony of the former director of AKKP: The orders for the appointments came from the Prime Minister

Other evidence has been revealed by the investigations carried out by SPAK regarding the file for the privatization of the "Partizani" complex.
The SPAK file contains the testimony of Justina Boriçi, the former director of the Property Restitution and Compensation Agency from August 2006 to June 2007. She declares that the appointments came by order of the Prime Minister and directly from Berisha, then Prime Minister.

I found it a bit surprising. I met Prime Minister Sali Berisha, in his office at the Prime Minister's office, and he informed me that he had appointed me as the director of the Property Restitution and Compensation Agency...". Citizen Justina Boriçi then appoints the director of the AKKP Regional Office, citizen Dhurata Hoxha (Çela), with order no. 203 dated 09.10.2006. In the declaration dated 26.09.2023, citizen Justina Boriçi declares that: "...I did not know Dhurata Hoxha and her appointment as far as I remember came with a recommendation, but I do not remember who exactly recommended her. In general, the recommendations came from above, which could be the deputy prime minister, but in this particular case, I don't know how to give a correct answer...". Also, the citizen Justina Boriçi appointed other employees who performed actions in the preparation and return of the property to the Begeja family and other families. Thus it turns out that citizen Altin Ceni has started work according to order no. 246 dated 01.11.2006 "For the appointment to office" of the general director Justina Boriçi, as a specialist in the Legal Sector. By order no. 248 date 01.11.2006 "For the appointment" of the general director Justina Boriçi, it turns out that Tetis Lubonja, a citizen, has been appointed to the responsible position in the legal sector.
