Open race for Berat, 7 mandates at stake

Prime Minister Edi Rama symbolically used the number five that his party carries on the ballot and the result of the last election in Berat, 5 to 2 in terms of mandates, to declare his objective for these elections, namely the repetition of this result. The Berat district is known as a left-wing district and it is likely that the Socialists will win a simple majority again on May 11, but the most likely result, if things on the ground have not changed fundamentally, is 4 to 3.

The Berat region produces seven parliamentary mandates, while over the past decades, the vote there has been divided into three, for the Socialists, for the former LSI, now Ilir Meta's Freedom Party, and for the Democrats. The Socialists have always been the largest party in the region, with more votes than its two competitors combined, and the past performance has been solid, with 4 mandates won in 2009, 2013 and 2017 and 5 in 2021. The Berat region had eight mandates until the 2013 elections, while it dropped to seven in the 2017 elections and thereafter.

The result was fluid for the Democratic Party and the Socialist Movement for Integration, which divided between themselves, initially four and then the remaining three mandates. Meta received one mandate in the 2009 elections (one of the four mandates that made him the kingmaker who crowned Berisha prime minister for a second term), 2 mandates in the 2013 elections and 2 in the 2017 elections. The Democrats had 3 mandates in 2009, the highest figure recorded in this region, falling to 2 in 2013 and 1 in 2017, the year when the Berat Region, due to a decline in population, suffered a decrease in the number of mandates from eight to seven.

In the 2021 elections, the LSI received 8,400 votes, only 59 votes less than it needed to receive a mandate. The lack of these votes gave the seventh and final mandate to the Socialist Party. If the DP and the LSI had run together, the mandate would have gone to them, even with a surplus of votes. The situation is of course not the same and the merger of the Freedom Party with the Democratic Party does not automatically mean that the result of the third mandate is guaranteed, because the remaining weight of the former LSI in the region is not known. In the 2017 elections, Meta received almost 20 thousand votes, while his result fell to 8,400 in 2021. Many of the local LSI politicians in the region have meanwhile switched to the Socialists, although in the 2021 elections, this does not seem to have helped much. In fact, in those elections, the Socialists lost about 3,000 votes compared to the 2017 elections.

Në zgjedhjet për pushtetin vendor të vitit 2023, socialistët fituan pesë bashkitë e qarkut përballë opozitës që garoi në tre prej tyre me dy kandidatë, por në ish-qendrën industriale të Kuçovës dhe në fshatrat përreth, kandidati i opozitës Lefter Maliqi humbi me një rezultat të ngushtë prej vetëm 0.3% të votave. Maliqi ka qenë kryekomunar për LSI, deputet për PD dhe drejtor për PS ndërsa në këto zgjedhje garon si deputet për opozitën nga listat e hapura.

Pjesëmarrja në zgjedhjet e vitit 2021 ra në 44% të listës së zgjedhësve ndërsa për zgjedhjet e 11 majit, rreth 16 mijë qytetarë janë regjistruar për të votuar me postë. Kjo është një shifër e barabartë me 8.7% të votuesve të regjistruar dhe gati 20% të votave të hedhura në zgjedhjet e vitit 2021.

Berati shtrihet në një territor kompleks të përbërë nga disa nga fushat më pjellore të Shqipërisë, disa zona kodrinore të njohura për drufrutorë dhe vreshta si dhe zonën malore të Skraparit, me Malin e Tomorrit që ngrihet imponues.

Qyteti i Beratit ka aktivitet të kufizuar në industrinë fason si dhe pak akvititet të turizmit të trashëgimisë kulturore. Zonat naftëmbajtëse të Kuçovës kanë lënë pas ndotje mjedisore si dhe ish-qytezën industriale me të njëjtin emër, e cila ka pësuar kolaps demografik si pasojë e zhdukjes së industrisë.

Gurët dekorativë dhe gurët gëlqerorë janë dy aktivitete minerare që kanë rëndësi ekonomike dhe që shpesh janë bërë shqetësim serioz për mjedisin.

Popullsia e qarkut ka pësuar rënie drastike në periferi, por në periudhën 2011-2023, qyteti i Beratit dhe zonat rurale në ultësirën e luginës së lumit Osum ka njohur stabilitet. Popullsia rezidente në Censin e vitit 2023 ishte 141 mijë, me rënie 5% kundrejt vitit 2021 dhe rënie 27% kundrejt vitit 2001.

Rreth 48% e popullsisë jeton në qytetin e Beratit si dhe në qytezat Kuçovë, Dimal, Çorovodë dhe Poliçan.

Kryebashkiaku aktual i Beratit Ervin Demo dhe Enriketa Jaho, një mjeke në spitalin e traumës, e cila banon në Tiranë por ka lindur në Çorovodë, janë kandidatët për listën e paracaktuar të Partisë Socialiste. Përballë tyre, Enno Bozdo, politikan karriere dhe Zija Ismaili, një mjek ligjor që gjithashtu banon në Tiranë dhe që ka qenë më 2023 kandidati humbës për kryebashkiak në Berat janë në listën e mbyllur të koalicionit Shqipëria Madhështore të Partisë Demokratike.

Fadil Nasufi, ish-kryebashkiaku jetëgjatë i Beratit dhe aktualisht deputet, garon për socialistët në listat e hapura.

Në radhët e opozitës, Lefter Maliqi po tenton edhe një herë fatin duke kërkuar një mandat për veten nga listat e hapura. Nëse ai ia del, socialistët mund të humbasin një mandat në çmuar për shënjestrën e tyre për shumicë të thjeshtë parlamentare pas 11 majit.

Si në të gjithë Shqipërinë, gara në listat e hapura është e ashpër. Shtatë kandidatët e opozitës konkurrojnë me shpresën se do të kapin mandatin e tretë të qarkut dhe shtatë kandidatët e maxhorancës kanë për shënjestër dy ose maksimumi tre mandate.
