ILDUBBIO: Large popular protests shake Edi Rama and his "enemy" Sali Berisha

For the twelfth day in a row, a bright red wave has taken over the streets of Tirana and many other cities in Albania, waving the Albanian flag, crowds of signs and silhouettes of flamingos. The cry that rises from the crowd and fills the air is always the same: "Albania is not for sale . "
The protests that erupted in late May against a real estate project promoted by Jared Kushner's company, Affinity Partners, on the island of Sazan and in the Vjosa-Nartë lagoon, a protected area and one of the most important wetlands in the Balkans, whose ecosystem is home to nesting sites for flamingos and sea turtles, are continuing and expanding. But the "Flamingo Revolution," as the protesters themselves have called it, is about something broader than the controversial project conceived by Trump's son-in-law and his wife, Ivanka.
Because " although it must be said that anti-government protests, especially against Rama, have been somewhat the norm in Albania in recent years" , explains Giorgio Fruscione, researcher and editor at ISPI, "and have been mainly led by the opposition" and its leader Sali Berisha, this " is the first time that such large-scale demonstrations have not been led by the Democratic Party, which is in fact considered a collaborator" . In fact, Berisha's party "has never opposed the project", but on the contrary "belongs to a political camp that has carried out similar practices" .
The heterogeneous genesis of the protests " represents the diverse characteristics of post-communist Albania ", Fruscione continues, such as " the nebula surrounding the privatization process after the fall of communism, the adoption of laws in the public interest without any public debate and the physical transformation of places once symbols of the communist regime's psychotic militarization into icons of the most unregulated capitalism" , a typical backlash in the Balkans during this phase of privatization. But the cause for the wave of protests were the images of "protesters beaten and dragged on Zvërnec beach", which catalyzed " growing anger against the authoritarian nature of the Rama government, also accused of being opaque and undemocratic" , Fruscione continues.

Zyra e prokurorit antikorrupsion në Shqipëri "është një nga elementët që në vitet e fundit është përpjekur të veprojë si një pikë kthese drejt demokratizimit të vendit", kujton Fruscione, dhe është "menduar si një mjet për të garantuar ndarjen e pushteteve në Shqipëri". Protestat e kanë shtyrë SPAK-un të hapë një hetim mbi ndryshimin e ligjit për zonat e mbrojtura, të miratuar nga qeveria shqiptare në vitin 2024, dhe të ngrijë fondet nga Zhvillimi i Tokës në Shqipëri, e cila zotëron tokën ku është planifikuar resorti. Dhe vetë toka është një aspekt veçanërisht i diskutueshëm i projektit të pasurive të paluajtshme. "Pas rënies së komunizmit, u iniciua një proces, ende në vazhdim, për t'ua ricaktuar tokën pronarëve që e kishin parë të merrej nga regjimi." Megjithatë, shumë parcela “vazhduan të lundronin në pezull ligjor për vite me radhë”, gjë që u lejoi “autoriteteve t’ua shisnin ato investitorëve privatë, duke zhvilluar kështu sektorin e ndërtimit, i cili është bërë forca lëvizëse e Shqipërisë, duke përfaqësuar një pjesë të konsiderueshme të PBB-së së vendit dhe që nga ana tjetër nxit turizmin”.

The protests on the streets of Albania, aided by those packed abroad by the diaspora, have caught the attention of the EU Commission, which has expressed concern about potential criticism of the real estate project. “The timing of the protests is interesting” , argues Fruscione. “ They erupted on the eve of the Tivak summit ” on the Balkans’ accession to the EU, and Albania “has not yet closed all the negotiation chapters”. And the Commission has issued a “ general warning, but one specifically targeting the resort ”.
