Requested 1 million euros in damages for image damage, the Administrative Court dismisses the lawsuit of actress Anila Bisha

The Tirana Administrative Court has rejected the request for securing the lawsuit filed by actress Anila Bisha .
In the lawsuit filed against the National Agency for the Information Society (AKSHI) and the Council of Ministers , the actress requested the suspension of the Minister of State for Artificial Intelligence, Diella. The case was reviewed by Judge Armand Shkurta , who decided not to accept the request for a security measure.
Bisha has also sought damages of 1 million euros for damage to her image. She claims that her appearance and voice were used to create the government avatar "Diella" without her consent.
The Council of Ministers , the company "Apel" sh.pk, AKSHI and Prime Minister Edi Rama are included as defendants in this legal process . Until the conclusion of the judicial review, the actress requests a ban on the use of her personal data.
According to her, the contract she signed provided for the use of the image only as a virtual assistant for the services of the e-Albania platform . She claims that the transformation of "Diella" into a minister was done without her consent and in violation of the agreement.
The documents submitted to the court state that the creation of the avatar was carried out without any prior approval from the actress and without her knowledge. Bisha says she was surprised when the prime minister publicly presented "Diella" in September 2025 and noted the similarity with her image.
The lawsuit also states that her personal data, including her image and voice, were illegally used by creating a "digital duplicate" of her without authorization.
