Gaining the right of immigrants to vote without being present in Albania faces several challenges which are both technical and financial. If you live abroad, the first step to participate in the spring elections is to register on the electronic platform being built by the Central Election Commission.

"What we know more or less for sure is the cost of the electronic voter registration platform, which is approximately 3 million euros. However, we have not yet made a final assessment", said Celibashi at the beginning.
This is not the only cost of these elections. Voting from abroad will be done by mail, where the costs will be divided between the Central Election Commission, which sends the ballot, and the immigrant, who must return it to the same institution.

But satisfying the Democrats' desire for international office will make the spring election bill swell even more.

Celibashi added: "If a foreign postal service is used, the average calculation is 30 or 40 euros. If 1.1 million would vote, as is thought to be the number of voters outside the territory of the Republic of Albania, this amount will be multiplied by 20 or 30-40 euros. It costs a lot."

The technical aspect of voting from abroad is also related to its secrecy. Immigrants will not have reserved mandates, but their vote will be counted in the district where they had their last place of residence in Albania. Is there a risk of identifying the vote in small districts where the number of voters from abroad would be modest.

"If there will be only 1 voter, it is clear that the opening of that ballot clearly shows how and for whom this voter voted. We are considering this case, how we will operate when we have only 1 voter", said Celibashi.
These dilemmas will accompany the CEC for the next two weeks as the changes in the Electoral Code enter into force in the middle of August, from where the acts must then be approved to enable the voting of immigrants./ Top Channel
