It is about Vladimir Bezhanin, for whom SPAK has not filed any charges, while clarifying that he was a 'connecting bridge' to provide the Contracting Authority with the required documentation in relation to the procedure for granting the concession, with the aim of subsequently placing this the documentation available to Klodian Zoto, which served to complete the necessary documentation and to announce the winning company " Integrated Energy BV ".
The file explains that after Bezhani's retirement in 2014, after Bezhani was appointed Foreign Advisor of the Ministry of Environment, the former Secretary General of this Ministry, Alqi Blako, since the former official did not receive a salary, suggested him to work in the company of Zoto, wanted person.
" The citizen Vladimir Bezhani received the irregular benefit thanks to the salary given by the company of the citizen Klodian Zoto, in the amount of 7,520,000 (seven million five hundred and twenty thousand) ALL. It turns out that during the time that the citizen Vladimir Bezhani served as the External Advisor to the Minister of the Environment regarding the procedure for granting the concession, he served as a "bridge" to provide the Contracting Authority with the required documentation regarding the procedure for granting of the concession, in order to then make this documentation available to the citizen Klodian Zoto, which served to complete the necessary documentation and to declare the proposing company "Integrated Energy BV" the winner." , it was said in SPAK's clarification yesterday.
Meanwhile, the file also contains the testimony of Bezhan, regarding the exchange of emails with Zoto, where he informed him about the project in question.
THE EVIDENCE
Vladimir Bezhani has stated that in 2014 he was employed by the Ministry of Environment, with the position of "Responsible for the Waste Management Sector", with the main task of drafting waste management policies, such as the national environmental strategy, the drafting of legislation in the field of waste and the follow-up of projects in the field of waste financed by the state budget, as well as foreign organizations. He exercised this duty until 07.11.2014, when he retired.
Pas kësaj date, ai deklaron se ka punuar në sektorin privat, konkretisht specialist në shoqërinë ‘Integrate Technology Services’ sh.p.k, me pronar Klodian Zoton, me rrogë fikse neto 80 mijë lekë të reja, që kishte si detyrë për të zgjidhur problemet teknologjike. Bezhani deklaron se pranë shoqërisë ‘Integrated Technology Services’ Sh.p.k është marrë me këshillimin e publikuar për të sqaruar mbi ndikimin në mjedis që do të kishte teknologjinë e përdorur nga kjo shoqëri në mjedis. Ai deklaron se tek inceneratori i Tiranës ka dhënë informacion në lidhje me sasinë e mbetjeve të qarkut , strukturën e mbetjeve të qarkut që do të trajtohej në këto impiante si dhe për projektin e landifillit të cilin e krahasonte me standardet që ishin vendosur nga Këshilli i Ministrave dhe standardet europiane.
Ai deklaron se këto informacion i kishte nga studime të mëparshme si JICA, studime të Bankës Botërore, studime nga KFË gjermane, informacione të cilat i ka aksesuar, nëpërmjet internetit, si dhe nga puna e mëparshme në Ministrinë e Mjedisit, ku kishte pasur si detyrë ndjekjen e këtyre projekteve.
Ai deklaron se teknologjia për incenerimin e mbetjeve në Inceneratorin e Tiranës, referuar projektit, ishte shumë e avancuar, por që nuk është realizuar deri më sot. Po ashti ai deklaron se në projektin e inceneratorit të Tiranës ka pasur një linjë riciklimi automatike që kushtonte rreth tre milionë euro, e cila nuk është vendosur, por në vend të kësaj linje është vendosur një linjë seleksionimi e zakonshme, që kushtonte më pak dhe që kërkonte seleksionimin manual, linjë e cila herë vendosej në punë dhe herë jo.
Ai deklaron se ka qenë këshilltar i jashtëm i ish-ministrit të Mjedisit, Lefter Koka, për periudhën nga momenti që ka dalë në pension, në vitin 2014, deri në momentin që Koka është larguar nga detyra e ministrit.

Asked about the communications he had with Zoto, providing him with documents and information that served as data that were used for the drafting of the feasibility study, by Zoto's proposing company, he states that he provided these documents from his job at the Ministry of Environment and made it available to Zoto, since during the time he was working as an external advisor to the Ministry, he was also employed in the company of the businessman.
Specifically asked about the electronic communication with the citizen Klodian Zoto, dated 28.06.2016, Bezhani declares that the email and the letter related to the return of the positive answer, in the direction of the businessman, regarding the unsolicited proposal received from the Ministry of Environment from the proposing company, he conceived it, after informing Koka and Bllakon that they had to give a positive answer to Zoto.
He declares that he conceived this letter, but since he did not have the right to sign, this letter was signed by his ex-addict Ledjana Karalliu and then it was signed according to the hierarchy.
Asked about the resulting communications with Zoto, regarding the amounts of funds deposited in the Sharra landfill during 2015, he states that he sent this data to the businessman, as he needed it to draw up a feasibility study and clarifies that Zoto had no opportunity to design such a study.
The study for Zoto was drawn up by another Italian company, whose name he does not remember while adding that the businessman presented this study at a different time to the Ministry of Environment and not in the mock-up when the letter of interest was submitted for the unsolicited proposal.
