"If it's a foreign donation, Noka will end up in handcuffs!"/ Lala talks about SPAK's investigation into the DP's $6 million lobbying

Journalist Klodiana Lala, invited to the show "The Unexposed" on MCN TV, spoke about the verification that SPAK has initiated regarding the Democratic Party's lobbying contract, worth 6 million dollars for two years.
Lala said that SPAK is verifying several aspects to understand if there are suspicions of a criminal offense, while adding that if the money is considered a foreign donation, Flamur Noka, the signatory of the contract, will end up in jail.
"Yesterday, SPAK officially declared that it has begun verifications of the DP's contract with a lobbying company in the US.
It should be noted that, legally, lobbying contracts are legal. In this specific case, there are two issues. It is a 24-month contract. Prosecutors will see what income was used to pay the lobbying company. It has been stated that it is a MAGA foundation funded by Albanians in America, but it has not yet been investigated by the prosecution. The American prosecution should investigate violations of the law there. But the method of financing is the first point that will be investigated by prosecutors here.
The second point, the object of the contract. The law on political parties and the law on the election campaign, prohibit foreign financing and lobbying for electoral reasons. Although the content is the reconstruction of relations between the US administration and the DP. But, the contract may have appendices or annexes that may give a different picture. In simple words, lobbying contracts are legal. These contracts, according to US laws, are declared there. But the source of the money is of interest to the Albanian prosecution. Who is the intermediary and guarantor? Nuredin Seçi is declared, what does he represent and why is he a guarantor. It is like taking a loan, with a guarantor. Seçi has entered as a guarantor if the money is not paid.
It is not an ordinary investigation. Prosecutors will call Mr. Noka to give explanations. If they find evidence of criminal violations, Mr. Noka's contract may be requested. If it is not provided, it is requested through a registered letter to the US. I do not think that there will be a criminal investigation with quick results, because the contracts must be obtained and the donors, the Albanian-Americans who have donated money, their interest, do they have legal income, and so on.
Should the DP have declared this contract?
Since it is a service contract, the DP is within the legal deadline to declare it, so there is no reasonable doubt that the DP has hidden the contract. SPAK is conducting verifications. If it were a foreign donation, Mr. Noka would be in handcuffs. The verification process is continuing. Two moments are being investigated.
For the political aspect, I do not give arguments, I do not undertake to do analysis. For the legal procedure, there are two moments, who are the people who have made donations and is this allowed. If there are elements of a criminal offense, criminal proceedings are registered.
"There may also be a criminal offense, but it is not within the competence of SPAK. SPAK has an open procedure based on data made public in the media. What the investigation will reveal remains to be seen," said Lala.
