"We don't have the luxury of making sweeping, not unwritten orders", the mayor of Has comes out against Rama for the dismissals
The Mayor of Has, Miftar Dauti, has reacted after Prime Minister Edi Rama's order to dismiss deputy mayors and heads of administrative units in municipalities with poor performance.
In a statement to Report TV, Dauti emphasized that the Has administration is seriously committed to providing services to citizens, although it faces a significant lack of human resources and professional capacities.
"I have been leading this municipality for two years and every month we send staff to training. We have a significant lack of capacity and we are not in comfortable conditions to dismiss the people we are training with Albanian taxpayer funds," said Dauti.
Commenting on media insinuations that he is not obeying the Prime Minister's order, Dauti explained: "I am not for not responding to the Prime Minister's order. But I am for implementing the law and only the law, both towards the administration, citizens, the Prime Minister and the Ministry that we depend on."
Asked whether or not he would implement the dismissal order, he responded flatly.
"I understand the Prime Minister because there are municipalities that have been run by the same people for almost 20 years. It is normal that there is room for change. There is room for greater work and commitment. I am inclined that every person who is employed and is paid by citizens' taxes should justify themselves with work. And only with work should they implement the law. And I am committed that at any moment those who do not implement the law should be punished.
Always within the powers we have and the commitments we have made to the citizens. Not that we will not implement the order. We will implement the law. Unfortunately, we do not have a single document on which we can rely. Because with every dismissal we face the part of justice that those who are dismissed complain.
"We do not have comfortable conditions that tomorrow or the day after tomorrow the courts will give justice to a dismissed person and we will pay two salaries for a job. We will implement the law. Unfortunately, we do not have an official letter to rely on. Every dismissal must have a legal basis to avoid financial consequences for the municipality," he said.
He underlined that the Municipality of Has, which includes three administrative units, has achieved concrete results, especially in managing emergencies and fires, thanking the contribution of the forest service, firefighters, administrative units and volunteers.
"We are a Municipality with three administrative units. We are facing many challenges. Because we have services to citizens for irrigation, fires. We are a model municipality that has implemented real-time fire extinguishing.
In this regard, there is a great contribution from the forestry service directorates, firefighters, administrative units, and volunteer forces. I think we have justified ourselves with work in the service of the community," said Dauti.
Mayor Dauti also shared details from the meeting with Prime Minister Rama, where the latter also mentioned the Municipality of Has as a positive example.
"The Prime Minister said that he cannot blame the Municipality of Has, which does not have sufficient human capacity, at a time when large municipalities with full administration are not justifying their work."
In conclusion, Dauti thanked the Prime Minister for the institutional cooperation and support for development projects in Has, specifically mentioning a project for the systematization of the Krena River.
Meanwhile, at the same time, the Municipality of Kukës has taken concrete measures by dismissing all unit administrators and the two deputy mayors, due to poor performance.
