"There should be a proper punishment. That vote should be declared invalid when it is known how someone voted. Let it be a lesson to the rest of the diaspora who will continue to vote during these days. And I think it is very important: if we do not have a position regarding the debunking of the vote, then this whole voting could become ridiculous."

So, a phenomenon that has been warned about for a long time is being observed on a regular basis: the violation of the secrecy of the vote. This constitutes a serious legal violation.

There have been cases where voting has been conducted in a family-oriented manner. On the other hand, there have also been cases where envelopes were not delivered to voters at their address, but to neighbors.

"We had to think about the security elements, the cost of administration and the handling of complaints that may come from the diaspora. They are practically individuals who leave the system; the system pays for them to vote for the system. Even in terms of democracy, this does not make sense ," said Afrim Krasniqi, Institute of Political Studies.

All of these violations are considered criminal offenses and it is the justice institutions that must intervene to resolve the issue. This situation places law enforcement institutions in the face of another problem, as no agreement has been signed with other countries to enable the prosecution of such cases.

"There have been cases of publishing photos or videos of people voting, that is, filling out the ballot. In this case, this constitutes a criminal offense and is prosecuted by the competent authorities. As the Central Election Commission, we have made several public calls to take this fact into account ," said Jona Josifi, Director of the External Voting Directorate.

None of the institutions or organizations operating during this election period in Albania can operate in other countries. The only way left is to send letters of request, after the prosecution has launched investigations, mainly based on online materials. Until that moment, everything remains in the hands of the Albanians of the diaspora themselves.
