SPAK controls it, the state gives it millions. Dorian Sadiku, the heir to Ilir Beqaj's assets and affairs
While SPAK checks the documents of "Delta Pharma", Dorian Sadiku's company has collected over 1.4 million euros from the Albanian state within 18 months, with direct payments from 28 public institutions, mainly hospitals, through unilateral and clientelistic tenders.
On December 28, 2023, the BKH and the Police, by order of SPAK, conducted a search of the premises of the "Delta Pharma" company in Tirana, as well as several other pharmacies affiliated with it.
The investigation began after new indications that during the time Ilir Beqaj was Minister of Health, dubious contracts were concluded and procedures were manipulated in favor of this company.
But despite Delta Pharma being at the center of a criminal investigation for corruption and state clientelism, the company continues to receive public funds every month.
From the day of the BKH audit until July 7, 2025, Delta Pharma has collected 143,173,859 lek, or over 1.4 million euros, from the Albanian state.
Payments were made by 28 state institutions, through 268 different transactions, the vast majority for pharmaceutical supplies to public hospitals. The QSUT alone has given over 800 thousand euros.
This is a situation that has no logical or legal explanation. SPAK has decided to investigate this company for favoritism in tenders.
The Ministry of Health and its subordinate structures, at the same time, continue to give the same company new contracts and regular monthly payments. One hand of the state controls, the other pays.
The file that SPAK is investigating is directly related to how Ilir Beqaj modified the qualifying specifications of a drug tender in 2014, removing the requirement for manufacturing authorization for several companies; except for one: Novartis.
Delta Pharma was Novartis' representative in Albania, and its administrator, Dorian Sadiku, is the brother-in-law of Kliti Hoti, the former head of Novartis for the country.
Other companies reacted, filed complaints, but Beqaj did not back down. Delta Pharma won all the lots.
Further, it was found that the drugs were not imported from Turkey as declared in the tender, but from the company's branch in Kosovo, without the documentation required by law.
After this tender, Delta Pharma massively entered the list of reimbursable drugs, while competitors were left out.
Today, Ilir Beqaj is under arrest. But Dorian Sadiku, the direct beneficiary of this scheme, continues his activity without any hindrance. Not only has he not been banned, but from 2024 until today he has received millions of lek from the state budget, even after the SPAK audit.

Sadiku is more than a business name. He is the silent heir to all the affairs that Beqaj initiated while he controlled the most sensitive sector of the state, healthcare.
And the connection between them is not just professional. It is direct, political, and economic.
The “GZONA” pub, located in the heart of the Tirana Castle, is another clear proof. Initially linked to the interests of Ilir Beqaj, today it is managed by Sadiku himself. This is not a coincidence. It is a continuity. It is a legacy of the power that was previously owned by Ilir Beqjan.
The scandal culminates in the famous 9 million euro case. Instead of spending real money to buy Delta Pharma shares, Sadiku uses a fictitious company; Delta Holding, and carries out a formal “sale” with the money of the company he is buying.
So he sells the company to himself, with money he hasn't yet produced. No bank would finance this nonsense.
All of this would not have been possible without the support, approval and influence that Ilir Beqja had. And if today Beqja is in custody, but Sadiku continues to absorb public money every month, then justice is not cleaning up the system, but is providing a shield to his economic heir. / Pamphlet
