Spiropali: Parliament with a new strategic plan, with the objective of Albania in the EU by 2030

The Speaker of the Assembly, Elisa Spiropali, delivered the opening speech at the Regional Conference: "Strengthening Parliamentary Oversight: Best Practices for Increasing Accountability".
During her speech, Spiropali emphasized that "in the Albanian Parliament we are working to consolidate effective parliamentary oversight."
"Albania has declared membership in the European Union by 2030 as a national strategic objective.
What does it mean that at the end of the next legislature, the Albanian Parliament will be the parliament of an EU member state?
To achieve this objective, the Albanian Parliament is working on drafting the new strategic plan 2025-2030.
"Parliamentary oversight, control and monitoring of the government and independent institutions is among the priorities of this plan," said Spiropali.
The Speaker of Parliament emphasized that "accountability and transparency are among the fundamental values of the Albanian Parliament."
"In the framework of cooperation with independent institutions that report to the Assembly, we have created and put into operation communication and information exchange channels between them and the Assembly to increase transparency.
We have invited independent institutions, society and the media to become part of the new models being implemented by the Assembly, the methodology of post-legislative control and meteorology for assessing corruption prevention.
"We have made both of these methodologies part of the Assembly," said Spiropali.
Spiropali further added that "the strengthening of parliamentary control is also being served by the new communication strategy, the new public consultation platform and the cycle of Dialogue for Consensus sessions. These documents and good practices are making sure to contribute to the quality and efficiency of the Assembly's oversight."
The Speaker added that "they are working to ensure that the relations of the Assembly with independent institutions, the executive and the judiciary, are stable, dynamic and mutually beneficial, and each within the powers of government as defined by the Constitution."
"The Assembly remains open to reviewing and approving legal initiatives whenever they are deemed necessary," Spiropali added, among other things.
“Last year, the Albanian Parliament established two Special Committees, the Special Parliamentary Committee “On Deepening Reforms for Good Governance, the Rule of Law and Anti-Corruption for Albania 2030 in the European Union” and the Special Committee “To Coordinate and Oversee All Institutional Actions to Combat Disinformation and Other Forms of Foreign Intervention in the Country’s Democratic Processes”.
Spiropali added that "the purpose of establishing these commissions is to increase support for the government, state institutions and agencies, as well as independent institutions, in ways that ensure that the achievements of reforms and integration processes to date are irreversible, guaranteed, and advance further."
"By increasing the accountability of the government and independent institutions, by strengthening the partnership with the latter, the Assembly also increases its accountability to the Constitution and citizens, contributing to improving the quality of governance and strengthening democratic institutions," said Spiropali.
