The Prosecutor's Office of Tirana takes the head of the plastic incineration service at the Mother Teresa University Hospital, Vladimir Filaj, and the rector of the Invodent academy, Ilo Mele, as defendants for falsifying documents.
The investigations started after the report of the Doctor of Science Gëzim Xhepa, who ran together with Filaj as head of the plastic incineration service. Xhepa raised claims that Vladimir Filaj did not meet the criteria to run, since one of the conditions stipulated by the law is to be a full-time lecturer and have the same specialty in the university health service.
The investigation showed that Vladimir Filaj had presented to the relevant Commission a certificate, according to which he proved that he was a full-time lecturer at the academy, active in the academic years 2016-2019, signed by rector Ilo Mele.
But the document turned out to contain false data, as Filaj had not worked as a lecturer at the Invodent Academy and was not declared in the list of lecturers for the years 2016-2019.
Rector Mele, who is already under accusation, stated that the document was issued by him, but Vladimir Filaj was not declared in the pay list, because there was a verbal agreement between them, because they needed such a framework. and for this reason they agreed that he should teach, and later start payroll. This is because there were no financial opportunities.
Based on these circumstances, the prosecutors reason that the certificate issued by Academia Invodent reflects false data, since Vladimir Filaj was not paid nor listed as a lecturer.
Vladimir Filaj used this document to apply for the position of candidate for the head of plastic incineration services at QSUT.
" At the end of the investigation, it turns out that there are sufficient data that create the belief that the defendant Ilo Mele, in his capacity as the rector of the "Invodent" academy, has committed the criminal offense of falsifying documents, having issued a certificate with false content, while the defendant Vladimir Filaj used this certificate, committing the criminal offense of falsifying documents" , the prosecution emphasizes. Currently, the case is being examined in a preliminary session in the court of Tirana.
