"Wine boxes" filled with 100, 200 and 500 euro banknotes/ How Karçanaj obtained money illegally

The Special Court of First Instance for Corruption and Organized Crime, with a panel composed of Judge Flojera Davidhi, at the request of SPAK and prosecutors Altin Dumani and Bledar Maksuti, has imposed preventive seizure on several movable and immovable assets, within the framework of criminal proceedings no. 20/1 of 2025, which is related to the investigations against the AKSH.
According to the investigative actions carried out so far and evidenced in the file, there is a reasonable suspicion that citizens Ermal Beqiri, Ergys Agasi, Mirlinda Karçanaj, Hava Delibashi, Gëzim Hoxha and Andis Papa, in collaboration with each other within a structured criminal group, have been involved in a well-organized scheme, with the aim of controlling procurement procedures, which are tendered by the National Information Society Authority (ANA), with the aim of creating unjust material gains.
The voluminous file emphasizes that citizen Mirlinda Karçanaj, in the role of the head of the Contracting Authority (AKSH), citizen Hava Delibashi, in the capacity of Deputy General Director of AKSH (previously in the capacity of Legal Director), have ensured the establishment of illegal criteria in procurement procedures, with the aim of favoring and creating unfair privileges, for the economic operators "Sofi & Solution sh.pk, "First" sh.pk and "Fastech" sh.pk, or other commercial companies, indirectly linked to citizen Ermal Beqiri, such as the companies "Horizon" sh.pk and "Communication Progress" sh.pk
From the investigative actions carried out regarding the illegal income obtained in a corrupt manner by Mirlinda Karçanaj, there are reasonable suspicions based on evidence, which, analyzed in harmony with each other, lead to the belief that she has benefited from citizen Daniel Shima, the value of 200,000 euros, indirectly from citizen Arjola Koromani (through citizen Daniel Shima) on several occasions having received "wine boxes" filled with EURO banknotes of denominations 100, 200 and 500.
Also, according to the investigations, she benefited from other persons connected to citizens Ermal Beqiri and Ergys Agasi, where the purchase of three properties, two in Tirana and one in Qerret, is mentioned, with the aim of favoring the company "Soft & Solution" or other companies, in the procurement procedures developed by the institution she headed, AKSHI./ CNA
