High number of accidents, expert: License should be suspended, fines have no effect

Failure to comply with traffic rules and speeding beyond the permitted limits while traveling are the main causes of accidents, especially when they have serious consequences in terms of loss of life. For Road Safety expert Islam Qibin, speeding by young people is worrying and the changes made to the Road Code have not had a positive impact.
"One of the main factors in car accidents is speed. But the changes that have been made in recent years have not had the right impact, they have not had a positive impact on road safety," road safety expert Islam Qibini told A2 CNN.
According to Qibin, the Road Code needs a VKM where all violations of road traffic rules by drivers are determined.
"The time has come to have a regulation, a special VKM regarding road traffic rules that vehicle users should take into account. In addition to the Road Code, we should have a special regulation specifying each provision of the Road Code, the way a driver should perform a maneuver," added Qibini.
The expert says that in the changes made in recent years to the Highway Code, the solution is not fines but license suspension and reduction of points.
"The new changes that were made to the Highway Code, for example, a driver who ignores the norms of behavior regarding the speed limit and restriction, can pay double the fine and his driving license will not be suspended. This should be seen as we have a category of young people who have no problem paying the fine and still continue to circulate above the permitted speed limits," the expert underlined.
A week ago, on the Vorë-Fushë-Krujë axis, four young people lost their lives in a tragic accident, after the vehicle they were traveling in was traveling at a speed exceeding the speed limit and collided with a concrete mixer that had stopped on the road without turning on the traffic light.
Another serious accident that took the lives of three young people, the 20-year-old driver of the vehicle and two girls who were traveling with him, and another vehicle that injured 4 people, occurred right at the roundabout at the entrance to Tirana. This incident and an equally serious accident that occurred on March 9, 2023. In this accident too, investigators discovered that the cause was speeding beyond the allowed limits.
