The General Directorate of Taxes has issued a clarifying response regarding the action taken since Monday to seize agricultural and livestock products sold without invoices.
Through an official announcement, Taxes informs that street vendors have no obligation to issue invoices and maintain tax documentation for goods.
According to what Albanian law clearly states, these traders must be over the age of 16, be registered as street vendors with the Regional Tax Directorate, pay social and health insurance contributions, the fee for occupying public space, and applicable municipal taxes.
"The Tax Administration informs the public and individuals registered as "street vendors" that, based on the tax legislation in force, they are not obliged to issue tax invoices nor to maintain tax documentation for the goods or services they trade.
This exception is provided for in Law No. 87/2019, “On the invoice and the circulation monitoring system”, as amended, specifically in Article 5, point 1, letter c). Also, Law No. 9920, dated 19.05.2008, “On tax procedures in the Republic of Albania”, as amended, in Article 5, point 1, letter j), clearly defines the status and conditions for exercising the activity of street vendors ”, it is stated, among other things, in the Taxes response.
This announcement came after inspectors "landed" in the fruit and vegetable market in Saranda the day before. Where one of them argued with a seller, asking her to put a label stating who the producer of the oregano was, a product she had collected in the mountains.
"If Bardha is sacrificed, Muçi, some things are natural. They are known now," the saleswoman replied to the inspector who continued to insist that "it doesn't work like that."
