General Prosecutor's Office: 61,167 files under review, 10.52% more than in

The General Prosecutor's Office has submitted to the Parliament the annual activity report for 2024.

The report summarizes the activity of the General Prosecutor's Office and provides detailed data on the number, types, territorial extent, intensity and forms of crime in the country, on the efficiency of prosecutors with general jurisdiction and the effectiveness of investigations, criminal prosecution, the quality of representation of the accusation in court, the execution of criminal decisions, the analysis of the victim profile, the costs of criminal procedural expenses and other essential activities throughout 2024, as well as priority objectives for 2025.

According to the report, during 2024, the prosecution body handled 61,167 materials under review, which represents an increase in cases of 10.52% compared to 2023.

According to the data published in the report, "referring to the analysis and assessment of crime trends, based on statistical data, during 2024, a significant increase in the number of proceedings registered for several categories of criminal offenses is observed.

"Criminal offenses against money laundering show the highest increase of 58.86%, counterfeiting of currencies and securities 48%, crimes in the field of customs 39.67%, and criminal offenses related to banking and financial activities 33.33%," the report of the General Prosecutor's Office states.

According to the PP, "this data evidences the strengthening of criminal prosecution of criminal activities that affect the economic security of the country, as well as the strengthening of institutional cooperation and the supervision and control system."

"A significant increase in registered proceedings is also observed in criminal offenses against the person, such as offenses against personal freedom 30.59%, sexual crimes 29.84%, crimes against life committed intentionally 21.72% and those committed negligently, offenses against health committed intentionally 29.10% and those committed negligently, criminal offenses against morality and dignity 28.87%, criminal offenses against children, marriage and family 18.37%, as well as criminal offenses that endanger life and health by terminating pregnancy or failing to provide assistance 18.73%," the report states.

According to the report of the General Prosecutor's Office, "during 2024, the Prosecutor's Office handled 61,167 materials under review, which constitutes an increase of 10.52% compared to 2023. A total of 47,576 criminal proceedings were pursued, which constitutes an increase of 4.79% compared to 2023, of which: 24,956 are registered criminal proceedings, with an increase of 3.35% compared to 2023; 22,441 are discontinued criminal proceedings, with an increase of 6.59% compared to the proceedings discontinued in 2023 and 179 are resumed criminal proceedings."

"A decision to discontinue 13,591 criminal referrals and reports has been made, which represents an increase of 36.65% compared to 2023," the report states.

"During 2024, prosecution offices at the first instance court filed and represented charges in court on behalf of the Albanian state for 9052 criminal proceedings (a decrease of 6.69% compared to 2023) with 10781 defendants (a decrease of 5.84% compared to 2023). Also, 13062 requests regarding personal security measures were submitted to the court," the report states.

According to the General Prosecutor's Office, "the largest number of registered criminal proceedings results in the Prosecutor's Office at the Court of First Instance with General Jurisdiction in Tirana with 35.47% of the total number of proceedings registered nationwide; followed by Durrës 10.36%; Fier 8.05%; Shkodër 7.35%; Korçë 6.98%; Elbasan 6.27%; Vlorë 5.99%; Lezhë 4.84%; Saranda 3.87%; Gjirokastër 3.05%; Berat 2.97%; Kukës 2.48%; Dibër 2.31% of the total number of criminal proceedings registered nationwide."

"The crime rate for registered criminal proceedings per 100,000 inhabitants in 2024 is 1,037, while in 2023 the crime rate was 872," the report states.

Regarding reports from public servants, the report states: "In 2024, 802 reports from public servants were received by the prosecutor's office, which represents an increase of 23.38% compared to 2023."

"Referrals from the State Police and other police with judicial police attributes, in 2024 it turns out that 34,587 referrals have come to the prosecution, which constitutes an increase of 6.69% compared to 2022, in 2023 it turns out that 32,418 referrals have come to the prosecution, which constitutes an increase of 2.73% compared to 2022, in 2022 it turns out that 31,557 referrals have come to the prosecution, which constitutes a decrease of 6.25% compared to 2021, while in 2021 it turns out that 33,662 referrals have come to the prosecution, which constitutes an increase of 5.86% compared to 2020," the report states.

According to the report, "during 2024, electronic communications interception was used by prosecutors in the preliminary investigation phase as a means of obtaining evidence in 405 criminal proceedings. Interception was carried out on 2361 terminal devices used by 2159 subjects against whom interception was permitted. In total, 933 court-authorized interception decisions and 538 prosecutorial orders/authorizations were executed."

"Foreign judicial authorities, during 2024, submitted 599 requests for legal assistance in our country in criminal cases, an indicator which results in an increase of 39% compared to 2023, a year in which 431 letters of request were submitted," the report states.
