In the "Kostandin Shpataraku" neighborhood in Shkoza, a road completed just a year ago has today become a symbol of failure and abuse of public funds.

The asphalt has cracked, sunken, and in many parts has completely disappeared, making the crossing dangerous and in some segments impossible.

This is not just a damaged road. This is a poorly done job from the ground up. The road was paved without preparing the ground, without minimum technical standards, without real control. The result? An “investment” that didn’t even last a year.

Meanwhile, residents face the consequences every day, damaged cars, the risk of accidents and a great concern for children who drive on a road that has become a trap. In an area filled with families, this is no longer just irresponsibility, it is dangerous negligence.

What is happening in Shkoza is not the exception, but the rule. Segment after segment, the Grand Ring Road is showing the same pattern: rapidly deteriorating works, questionable standards, and zero accountability.

At the head of this scandal stands former Minister of Energy and Infrastructure Belinda Balluku and the then head of ARRSH, Ervis Berberi, both today indicted by SPAK, but without any accountability for the scandals left behind.

While citizens are faced with dilapidated roads, the same names continue to win tenders and millions from the state budget. Bashkim Ulaj, Ilir Shtufi, Artan Sako, Paqsor Buzi, Sadik Ismailaj, Ismet Ismailaj, Rrok Gjoka and Salillari are the names that are often mentioned in these projects.

The question is simple and fair, how is it possible that roads are collapsing, but contracts continue to be distributed to the same beneficiaries?

When a road breaks down within a year, we are not dealing with a natural disaster. We are dealing with failure, a lack of control, and a system that holds no one accountable.

Shkoza today is not just a neighborhood with an infrastructure problem. It is a public alarm. A concrete proof of how public funds can be wasted, while citizens are left to face the consequences.

Residents are not looking for luxury. They are looking for a normal road. But even this seems like a lot, in a reality where roads are built to be inaugurated… not to last./ /JOQ/
