Then in 2013, the latter would donate the shares to Bujar Murati, who would regain control of the company to donate the company to his wife, Doriana Murati, last year.

The donation of shares and the change of name took place in the period March-April 2023, two years after the operation of the Special Power of Attorney in 2021, where the former mayor of Lushnje Fatos Tushe was arrested after the latter had favored the company "Lis Konstruksion" (Former EURO -ALB) for a tender awarded by the Municipality of Lushnje.

In the specific case, it was about the tender of the water channel, worth 24 million ALL, where together with the former mayor, Murat was also arrested on charges of falsification of documents carried out in cooperation. From the information provided by SPAK, the problem had started with the complaints made by the other competing companies, causing the concern of the former mayor Tushe, information that was revealed by the interceptions of the Prosecutor's Office.

But Bujar Murati is not an unknown name in the field of justice and public procurement. In the 2009 vote, Murat was the General Director of Public Procurement in the Ministry of the Interior, during which he was arrested for the issue of the police uniform tender. According to the accusations raised at the time by the prosecutor's office and the police, the businessmen involved in this procurement procedure would give a part of the profit to public officials in order to announce the winner of the tender.

From the information provided by "Vetting", it is learned that in January 2014, Murati filed a civil lawsuit in the Court of Tirana, requesting compensation for the days in prison.

In the last 5 years, the company "Lis Konstruktion" (EURO-ALB) alone, but also as a merger of companies with "MURATI" shpk, has been declared the winner of over 50 tenders worth tens of millions of euros. These tenders were organized mainly by the municipalities of Cërrik, Gramsh, Rrogozhinë, Kamëz, Sarandë, Berat, Shijak, Vorë, Krujë and Maliq, Përrenjas, Bulqizë.

Some of these tenders result without competition or the competing companies are disqualified by the Bid Evaluation Committee. This has caused these tenders to be marked with a red flag by Open Data Albania.

From the information provided by the balance sheets of both companies, "Lis Konstruksion" and "MURATI" shpk, it results that they have performed services for municipalities and general directorates not only in the last 11 years but also before the arrival of the Socialist Party in power.

Concerned about this unfinished process of works were also the experts who observed the tenders and the distribution of funds. The head of OPEN DATA, Aranita Brahaj, sees the involvement of international firms in this process as suspicious, even though initially, after receiving funds from the EU, an appeal was made.

"In government propaganda, houses have been distributed and apartment keys have been given, but the quality of the works leaves much to be desired, assuming that they are EU funds and the quality should not even be discussed. But this is one of the reasons why no foreign company was able to compete in order to finish the cells of a strong house and be able to endure the possible tremors of the earthquake", says Brahaj.
