The beneficiaries of the latest amnesty approved by the government on February 6th will have to wait a little more than 50 days to gain freedom.

Sources from the Parliament told Top Channel journalist Muhamed Veliu that the amnesty bill is expected to be included in the calendar for discussion in parliamentary committees at the beginning of April.

The Parliamentary Laws Committee will be the committee responsible for advancing this draft law initiated by former Justice Minister Besfort Lamallari.

The amnesty bill is expected to be approved by parliament in mid- or late April, with a total of 447 prisoners benefiting.

Of this total number, only 4 minors and only 9 women benefit.

The draft law provides for reduced sentences for 5 women and two minors.

As a result of this amnesty, 853 other prisoners will benefit from reduced sentences.

Meanwhile, the Probation Service amnesties 5,077 prisoners sentenced to alternative measures.

The amnesty bill also provides that starting in 2024, criminal prosecution for a total of 14,000 proceedings for minor offenses will be discontinued.

According to the government, in addition to a clear humane act and a second chance for rehabilitation and reintegration, this is a concrete step that reduces prison population pressure.

Former Justice Minister Besford Lamallari, on the day the Council of Ministers approved the amnesty, stated that "this is not about tolerance of crime, but about a measured approach aimed at reintegration and more efficient use of criminal justice as we work to reduce the unnecessary use of pre-trial detention, in line with the legitimate concerns raised by the Council of Europe."

One of the strict criteria of this amnesty is the non-inclusion of any person investigated by SPAK and subsequently convicted by the GJKKO.
