Former Peruvian minister arrested in Brazil, wanted for fraud by Albania

Brazilian Federal Police arrested Manuel Blacker Miller, former Peruvian Foreign Minister during Alberto Fujimori's government, in Rio de Janeiro. He had been on the run for seven years and is accused of financial fraud committed in Albania.
According to Brazilian authorities, Blacker Miller was on the Interpol Red Notice list and was arrested by Federal Police agents in the Flamengo neighborhood. He was wanted by Albanian justice on suspicion of financial fraud, an accusation he has always denied. According to the sentence handed down in Albania, the former diplomat must serve eight years in prison.
The arrest was carried out by the International Cooperation Unit of the Federal Police, pursuant to a preliminary arrest warrant for extradition purposes issued by the Federal Supreme Court of Brazil. Blacker Miller will be transferred to the state penitentiary system and will remain in custody until the extradition procedure to Albania is finalized.
According to Albanian police investigations, the alleged fraud is related to irregularities in the construction project of an incinerator for burning waste in an Albanian city. Miller is suspected of having promised an investment that he never realized.
Manuel Blacker Miller served as Peru's foreign minister in 1991 and was previously convicted in his country. In November 2007, Peruvian justice sentenced him to four years in prison in another criminal trial.
