If America closes SPAK, who benefits more, the SP or the DP?

A breeze of excitement is taking place in some Albanian media outlets, which are celebrating the closure of dozens of projects or the blocking of millions of dollars coming from the US to Albania.
Essentially, their joy is because from this funding freeze, America can dissolve SPAK.
A group of American prosecutors may land in Albania to investigate the mismanagement of USAID funds.
President Trump's administration has focused on the misuse of USAID funds in Balkan countries, and a group of prosecutors will investigate projects that have been implemented so far with American taxpayer funds.
At the head of this group of prosecutors is former federal prosecutor Martin De Luca.
Prosecutor De Luca started from Sarajevo and will continue to Kosovo, Serbia, Albania, etc.
The question is: If US prosecutors determine that justice reform funds have been abused, can SPAK be closed and who benefits from its failure:
SP or DP?
Currently, in every survey, SPAK is the most trusted institution among the people, and every closure of SPAK has a loser: the Albanian people.
The loser, it is known, will be the citizens.
American prosecutors can conduct dozens of investigations and there may be mismanagement of funds, but it is unlikely that the "claim" of the American prosecution is to suspend justice reform and close SPAK.
SPAK was created during President Trump's first term, and for this reason, Ambassador Yuri Kim was promoted again in the Trump 2 administration.
Currently, SPAK operates 100% with funds from Albanian, not American, taxpayers.
If America lowers the shutters of the SPAK "store", the winners will be the SP and the DP, but not the people.
The closure of SPAK is a loss for citizens and a victory for government officials.
What I don't understand is the opposition's excitement that Trump could close SPAK.
I still don't understand where the opposition can find a greater ally than SPAK, which has arrested and imprisoned half of the Socialists of Rilindja...?
God knows what trouble the opposition has that wants the prosecutor's office to be dissolved, when the prisons are filled with government ministers.
