Two former European Union envoys for the Kosovo-Serbia dialogue, Federica Mogherini and Miroslav Lajcak, have been involved in scandals that have attracted international attention.

Mogherini, former EU High Representative for Foreign Affairs (2014–2019) and current head of the College of Europe postgraduate college, was arrested in December 2025 in Brussels, along with other senior officials, as part of an investigation into an alleged fraud scheme related to funds for diplomatic training. The investigation involved the college's premises and the offices of the EU Diplomatic Service.

Lajcak, a former special envoy for the Kosovo-Serbia dialogue, resigned after the publication of documents by the United States revealing his exchanges of messages regarding Jeffrey Epstein. He has admitted that the communication was inappropriate and described it as “poor judgment,” but does not consider it a criminal act. The European Union has stressed that this does not compromise the Kosovo-Serbia dialogue process, which he facilitated for five years.

The scandals highlight the challenges of transparency and accountability in European diplomacy, as investigations into Mogherini and criticism of Lajcak continue. Their cases reflect the influence of senior European figures and the sensitivity of their role in international processes.
