
Kosovo's CEC certified the elections, Kurti: The first time a constitutional mandate has ended, our Government will continue to exercise its duties

Acting Prime Minister Albin Kurti has reacted for the first time after the certification of the election results by the Central Election Commission in Kosovo.
While emphasizing that he will continue his duty without resigning, he adds that on March 23, 2025, the full four-year mandate of the Government of the Republic of Kosovo officially ended, entering the transitional phase of functioning as an acting government. LVV has contested this certification and has appealed to the Constitutional Court.
Kurti noted that this is an important moment, as for the first time a Kosovo Government successfully completes a full constitutional mandate, marking a new chapter of institutional stability.
"In this case, the Law provides that the Government and all its members continue to perform their duties, fully respecting the limitations provided for in Article 30 of the aforementioned Law, as well as the requirements of the Constitution of the Republic of Kosovo," the Kosovo Prime Minister said, implying that the duties of the cabinet continue.
And this is made clear as follows:
"Until the election of the new Government by the Assembly of the Republic of Kosovo, our Government (popularly known as Kurti 2) will exercise all responsibilities that belong to the executive branch in accordance with the legislation in force."

“On March 23, 2025, the full four-year mandate of the Government of the Republic of Kosovo, led by me as Prime Minister, officially ended and entered the transitional phase of functioning as a caretaker government, which is effectively like the government in office of previous mandates of others. This is the first time that a Government of the Republic of Kosovo has successfully completed its full constitutional mandate, marking a new chapter of institutional stability in our democratic Republic.
In accordance with Article 29, par. 1, subparagraph 1.4 of the Law No. 08/L-117 on the Government of the Republic of Kosovo, the mandate of each member of the Government also ended on March 23, together with the end of the mandate of the Government, without the need for an additional and formal act of resignation from their respective positions pursuant to subparagraph 1.3 of the same paragraph and article.
In this case, the Law provides that the Government and all its members continue to perform their duties, fully respecting the limitations provided for in Article 30 of the aforementioned Law, as well as the requirements of the Constitution of the Republic of Kosovo.
Until the election of the new Government by the Assembly of the Republic of Kosovo, our Government (popularly known as Kurti 2) will exercise all responsibilities that belong to the executive branch in accordance with the legislation in force. This places the Government in a guardian role, to guarantee the continuity, security and uninterrupted functioning of the state, in accordance with the Constitution and laws.
