From "Reflections" to repression: Rama faces the new generation that is no longer afraid

In the second half of 1991, together with Ardian Klosi, Edi Rama published the book Reflections, a collection of writings and public interventions that addressed the experience of democratic changes.
In the book, the authors expressed concern that the overthrow of the communist system did not automatically guarantee liberation from authoritarian mindsets and that pluralism could turn into a new competition for control of power.
One of the most significant parallels with today's crisis is found when Rama recalls how, in December 1990, Ramiz Alia, by appearing on television and condemning students as hooligans and vandals, finally cut the Gordian knot of the clash between students and the government.
In the chapter "In the days when the party was born", Rama wrote: "The confrontation with the police made it impossible from now on to forgetfulness that could return things to the half-century status quo. They dared and saw that on the other side there was no untouchable God, but people without ideals. Fear was killed and the war began."
This psychological mechanism also helps to understand today's clash between protesters and Rama. A clash with the police could radically change the protesters' relationship with authority, transforming fear into anger and making it increasingly difficult to return to the previous state.
This is precisely where the historical paradox lies.
The politician who once understood that the use of force could destroy fear and accelerate revolt, today leads a government that faces the same dilemma of managing youthful discontent.
In responding to the protests, Rama seems to be trying to shift the political battle from Tirana to Brussels. It is not without significance that he chose the destroyed office of the College of Europe as the backdrop for his public appearance. The symbolism was strong and the intended audience seemed clearly European.
Following international criticism, the images of the destruction of the premises where the offices of an institution related to European integration were located gave him the opportunity to revive the old formula of stabilocracy, according to which Europe must choose between a government that promises stability and an alternative that presents itself as chaos.
The paradox is that Rama seeks to convince Europeans that his governance is the guarantee against destabilization, while the protesters are holding him accountable precisely for his way of governing.
This claim to stability is called into question by the spread of protests and violence beyond Tirana on the third day, undermining the very premise on which this narrative is based.
A prime minister does not need to be convicted by a court to be held accountable for governance failures or loss of public trust.
Today's protests place Edi Rama face to face with the biggest contradiction of his political history.
He once warned that regime change was not enough to eradicate authoritarian mindsets. Today, after more than a decade at the helm of government, he faces a generation that no longer sees power as an institution that listens to them, but as an authority that must be challenged in order to be taken seriously.
The decisive test of his stance on protest is how willing he is to respect it when his power is challenged.
The reflections of 1991 sound like a warning that the author had unknowingly given to himself.
Perhaps the bitterest irony of this story is that the man who once challenged the inviolability of power, today risks being remembered for trying to make his own power inviolable./exit
