EU Ambassador in Albania: Civil society should be more involved in the 'Anticorruption' and 'Disinformation' commissions
The Ambassador of the European Union in Tirana, Silvio Gonzato, declared today that civil society should be more involved in the process of European integration.
In his speech at the meeting that Speaker of Parliament Elisa Spiropali held in the Presidency of the Assembly with civil society organizations, Gonzato said that, " it is important that the consultative mechanisms that are set up are politically and institutionally neutral, and this is especially important in the context of negotiations for membership, and is one of the conditions for membership in the EU ".
" Civil Society Organizations and citizens must actively participate in the reform process. This means that he should be given the necessary space to contribute meaningfully to the discussions so that the voice of the citizens is taken into account ," he said.
" It should also be possible for them to exercise their function of monitoring and controlling the actions of the government. CSOs play a role to provide sectoral expertise and also knowledge to the government during membership negotiations ", said the EU ambassador.
Membership talks, Gonzato added, are a company-wide process.
" This parliament has undertaken several important commitments. To strengthen the accountability and transparency of the Assembly, ensuring an easier and more timely access for CSOs, for documentation, including for Persons with Disabilities and the establishment of a legislation system that can increase the contribution of CSOs -ve in the work of parliamentary committees, improving the platform for their contribution, making it friendlier and more accessible. There are also a number of commitments to create an enabling environment for CSOs and to create a civic space, including improving the regulatory and legal framework for CSOs ," said Gonzato.
Ambassador Gonzato called on the parliament to implement the commitment and include as many CSOs as possible in its work in accordance with EU standards.
"For example, there is currently an opportunity to do this with the two current special commissions that deal with very important social issues, and I am referring to the Commission for Deepening Reforms in the Rule of Law, Good Governance and Anti-Corruption, as and the Anti-Disinformation Commission", he said.
Regarding the membership talks, Gonzato said that, "the government and the parliament must ensure a higher level of transparency to allow CSOs, but also the general public to contribute to the debate in a more meaningful way".
