MP Asllan Dogjani hid his wealth by falsifying the builder's contract, made a false statement to the ILDKPI

The deputy of the Democratic Party in the district of Tirana, Asllan Dogjani, is one of the politicians who surprisingly managed to avoid the filter of declaring wealth through the open falsification of documentation. Albanian law stipulates that elected officials who conceal or make false declarations of wealth risk up to 3 years in prison.
These documents show how Dogjani, even though he paid for the apartment in question with bank mandates, declares to the High Inspectorate of Property Declaration and Control that he has benefited from this property thanks to consultancy services.
The story begins in 2006, when Dogjani, through the construction company PROTIAL LLC, decided to buy an apartment.
The apartment in question was taken by Dogjani in this company for a value of 950 euros per square meter. This value was reflected in a regular notarial contract between Dogjan and the company, where, as can be seen, it is signed and stamped with the administrator of the company, NA

In 2010, Dogjani, then a member of parliament, made the mandatory declaration of wealth to the ILDKPI, where he stated that he owned an apartment, which was given to him by his work as a legal consultant for the company Protial.

Attached to the ILDKPI, he submits a notarized contract to the notary Blerina Avrazi, which you can see below.

The contract, which contains only a signature and 5 articles, out of the 6 that the first contract had, stipulates that Dogjani will not pay a penny to the company as he receives this for free from his legal consulting services.
But this is not actually human error.
As can be seen, in the bank statements that ZŽRI saw, it is clearly seen that Dogjani paid this apartment to the bank in several installments, and the only reason why the second contract was rewritten only with the notary and without the company's seal was to declare it that in ILDKPI, and thus to hide the wealth. Specifically, Dogjani paid on these dates, the value he had to give for the apartment, which he declares in the ILDKPI as a property that was given to him for free with a value of 113,980 euros, the source of which is unknown.

In total 113,980 Eur (one hundred and thirteen thousand nine hundred and eighty euros).
Why did Dogjani pay this money, if he got the apartment thanks to his brilliant consultancy worth 113 thousand euros?
This false statement and falsification of the ILDKPI form was made intentionally by Dogjani to hide his wealth, and today he will have to be subject to the Special Prosecutor's Office and CEC for the removal of the mandate.
In a very strange trajectory, Dogjan's wealth from 2010 to 2022 has multiplied surprisingly.

Dogjani tells ILDKPI that he owns a business unit, with an area of 79.9 m2 and a value of 90 thousand euros.
This property is located in the Protial palace, where Dogjani paid the installments of the apartment. At the time the store was put on the market, it had a value estimated by experts at at least 150,000 euros. The surprise lies in the fact that Dogjani took advantage of it for only 90,000 euros, in 2022, when the reference price in the area where this property is located is 2,500 euros per meter. So from 2500 euros, Dogjani became the owner of the store on the ground floor for only 940 euros/meter.
This unit has now turned into a daily rental hostel for tourists.
It can be found on Google as Zara Guesthouse, while its owner, Asllan Dogjani and his wife have not registered it as an activity either in Taxation or in the CKB, avoiding the new tax law for air bnb businesses.
The VOICE contacted MP Dogjani before the publication of this article, but we did not receive any response as to why the MP decided to falsify the ILDKPI form.
This is the second case for which the prosecution will have to act, since the history is clean and the contracts were submitted by Dogjani himself to ILDKPI in a fictitious manner.
