Endri Shabani requests the CEC: To grant the mandate to the first candidate listed on the list, to recognize the resignations of the other 46 candidates
Specifically, he asks the CEC to officially recognize the resignations of the 46 candidates on the closed lists submitted on May 11, 2021, in accordance with the will of the candidates, and to continue with the procedures to grant the mandate to the candidate ranked first on the open list.
A few days ago, a relative of Shabani, Zeqir Kordhoni, ranked ninth on the closed list in the Tirana district, expressed his ambition to take over the mandate of legislator Adriatik Lapaj.
In a letter filed with the CEC, the candidate, who stated in his CV that he was a construction worker, but who is being treated with KEMP, seems not to remember what he signed and asks Ilirjan Celibashi for information about what Adriatik Lapaj's party has submitted on his behalf.
Such a sudden move before the state chief commissioner distributes the mandates for the Tirana region seems to have a political background. More than Zeqir Kordhoni's personal ambition, it seems to be a tactic of Endri Shabani, due to the family ties between him and the candidate, and this blow within the youth seems to have a strong reason.
Adriatik Lapaj did not resign as he had publicly pledged on Sidorela Gjoni's "Albania Live" show on Top Channel, but whether willingly or not, his coalition partner seems to be forcing him to wake up from the dream of a parliamentary mandate.
On behalf of the Nisma Thurje Party and the Nisma Albania Is Done Coalition, I am writing to officially request that the Central Election Commission announce the results of the May 11, 2025 elections as soon as possible and distribute the mandates according to the will of the voters.
Two months have passed since election day, and these delays are creating space for political games, which are delegitimizing the process by turning it into summer soap operas.
I also request that the CEC recognize the will of the voters of the Albania Initiative coalition, where over 54,000 votes were cast directly for the candidates of our open list. These are not just numbers, but a clear expression of the will of the citizens to directly elect their representatives in parliament.
Let me remind you that this open-list competition came about in a context where the old parties came together to impose an anti-democratic electoral code on us. We challenged this attempt by taking the matter to the Constitutional Court, and then being forced to use an artifice, which is nevertheless within the scope given to us by law.
Therefore, in order to establish a democratic standard in Albania, conditions will have to be created where political parties compete with open lists. And for this purpose, I ask the CEC to recognize the resignations submitted on May 11, 2025 by the 46 candidates of our coalition's closed list, who voluntarily declared that they do not intend to take the mandate of deputy.
I would like to remind you that our actions were taken in full coordination with the CEC. It is for this reason that we insist that the CEC act in accordance with its previous practice, where the submitted resignations were recognized without obstacles or selective interpretation. Any deviation from this standard in our case would constitute not only a violation of the principle of equality, but would also undermine the credibility of the institution.
Therefore, we call on the Central Election Commission to:
To officially recognize the resignations of the 46 candidates from the closed lists submitted on May 11, 2021, in accordance with the will of the candidates;
To continue with the procedures to grant the mandate to the candidate ranked first on the open list, in accordance with the law and democratic norms;
. To not allow any manipulation or delay that would constitute a lack of respect for the 65,000 citizens who trusted our coalition and our candidates.
We believe that under your leadership, the CEC will live up to its mission to protect the democratic process and not allow any deviation from the will of the voters./ TCh
