Losses and unpaid debts/ Private company seizes Elbasan Incinerator
The incinerator affair seems to never end. Just like the financial costs it produces for Albanian citizens.
The Albanian government paid over 3.3 billion lek with VAT or 33 million euros at the current exchange rate to build the Elbasan incinerator. After construction with a Public Private Partnership by the Albtek Energy company and full repayment of payments from the state budget, the work passed into the ownership of the municipalities of the Elbasan district, which created the Eco-Elb enterprise to manage the incinerator and landfill.
But instead of an asset that would solve the waste problem in Elbasan, Albanian citizens have paid 33 million euros, a huge financial hole.
Data provided by Kapitali shows that the Elbasan incinerator has begun to produce losses in series, as the company's debts are becoming a mountain, just like garbage, which time and again ends up in flames.
And apparently due to continued losses, the Eco-Elb company is heading for financial insolvency.
A week ago, the Eco-Elb company, along with its incinerator as an asset, was seized by a private company due to unpaid debts. Capital was unable to specify how many liabilities are in total, but the unpaid invoices date back at least to last year.
After continuous announcements of their voluntary liquidation, the private company 2 AT of Alketa Tori and Nuçi Shamija has obtained an execution order by court decision, seizing the shares of the Eco-Elb company and with it the incinerator.
Two months ago, the Municipality of Elbasan decided to increase the price for depositing urban waste in the landfill, from 2500 lek to 2600 lek per ton, excluding VAT. In practice, the Elbasan incinerator now charges almost the same as the one in Tirana. But that's not all.
The price of 2600 lek or 26 euros per ton is only for landfill disposal, i.e. with the incinerator turned off. If the Elbasan incinerator is turned on, then the disposal fee automatically goes to 5 thousand lek or 50 euros per ton.
The tariff increase report states that the price was increased based on a cost analysis for landfilling.
Currently, waste is simply deposited in landfills, while the incinerator, which would burn the waste to create energy, is not known when it will be put into operation.
The new fee is not paid directly by citizens, although the increase may affect them, as municipalities may increase fees for cleaning and services.
While the landfill is overflowing with urban waste, there is no clear date for when the Elbasan incinerator, a much-discussed and costly project, will be put into operation.
But despite the high fees paid by the municipalities and citizens of the Elbasan region, the incinerator continues to produce losses. And it seems that it will do so all the time, as time is showing that the incinerators are a toxic asset, which not only did not solve the waste problem, but are already burning public money with their losses./ Kapitali.al
